    The senate had two hundred seats for ten nations. The Main room was in the shape of a decagon with ten sides. Each section had the colors of the nation of which they represented. First to enter where the Reavers, they were often the first in the Senate room. Each one of them filled in with their ceremonial robes with religious symbols whose meaning where lost on all but those who had been converted by the Reavers. One Reaver stood near the Entrance, this Reaver was grey scaled and about two meters tall. The Robe obscured all her features with the exception of her long grey tail until she pulled her hood back.

    Around her neck was a sparkling crystal studded collar. For the moment she seemed to be looking for someone. Though her posture said that she carried considerable experience, she was one of the few people in the senate to spent more than thirty years in the senate making her one of the most experienced. Though she was slightly annoyed, this happened often because the other species had different ideas of what it meant to be on time.

    The Senate room itself was floored with wood, which clicked eerily as the Reaver clicked her claws on the floor of the senate. While she waited she went over the new issue that was to come before the senate. She knew before she even finished the title that she would be voting against the accord. Such restrictions would never be something that the Reavers would go for or even stand. But that would before the senate floor. She saw some more people coming towards the Senate, ‘About time.’ She though she didn’t say anything merely watching.

    "Priestess Llila!!" Someone said from the Seated Reaver she turned to the person yelling her name. "Yes?" She asked, looking at them. "This, this is never something we could approve it flies in the face of the Imperium. If we where to approve of something like this we might as well scrap our..." The minor adept caught the death glare he was from Carsona which shot caused him to shut up. He was the newest member of the Reaver senate and was already showing his inexperience.

    Leung Tai Kin sighed as he looked over the dispatch for the day, before crumpling up the document and throwing it to the floor. After a moment's thought, he bent and picked it up, carefully placed it into an incinerator. He looked at his second junior. The first was otherwise occupied. Leung sighed.
    "We need to veto this."
    "Sir?"
    "As you are aware, Junior Diplomat," he said, placing stress on the title, "we are not in a position to accept this. As benevolent as it seems, for the CCA we must stall or otherwise derail it. Organise my escort. We also want clerks, and junior positions filled. I want all 20 seats filled. We need to be... flamboyant. At least we have all the Houses' backing on this."
    The junior nodded. It was an old ploy, to add 'weight' to a meeting just by bringing numbers.

    Moments later, the CCA delegation arrived at the central embassy. Each of the twenty diplomats filed in quickly, outside of the building were two drones and a flock of clerks. The two were Tsar models and were painted vivid colors, names inscribed on their hulls. The entire delegation was dressed immaculately. The drones' hulls shone with polish.
    The two drones stood outside the door, they were the private guard of the Senior Diplomat. They were the 'Pride of Calera' and the 'Flesh Baron.'
    The 'Pride' was studded with CCA markings, badges and was yellow in colour. The 'Baron' had less badges, and was light-pink in colour, with a corpulent face painted onto the head.

    As the twenty filed in, the flock of clerks followed and took positions of attendance near their assigned diplomat. Breaking off from the procession, Leung walked over to the Reaver and bowed formally, following Caleran protocol.
    "Greetings Priestess Llila! Pleasure to meet you. How are things with you today?"
    His voice was relaxed and friendly. He leaned close and smiled.
    "I presume you are aware we wish to veto?"

    Xaxtallik Junta placed his hand against his forehead as one of his fellow Arkkatoor spoke, "We cannot simply stay quiet anymore, we have to project the ideas of the Arkkatoor with more force than we have been. I propose-" Xax raised his free hand in the direction of the overly vocal Arrkatoor, "You would do well to remember that our survival hangs in a balance of remaining in good favor with the other embassies. We can't risk a full scale war, we don't have the resources or numbers to survive a full scale war with the others."

    The vocal Arkkatoor began to speak again, but Xax raised his hand again as they approached the senate room, "And I would hope you know to keep these things to yourself in front of the other embassies." He entered with the rest of the representatives from the DQH, catching sight of Priestess Llila of the Reavers and Leung Tai Kin of the CCA near the entrance.

    Waving the other Arkkatoor to their seats, Xax inclined his head politely to them and continued to his seat

    The second to enter the main room was those of the Se'Rallies Confederation. Seemingly third or forth to always be in the room, they filed in as their usual manner, all dressed in purple and gold clothing. The King'ras leading was For'dez Dec'sol, First Ambassador to the Se'Rallies Confedearcy, he was dressed similar to the rest, but had a toned structure, carried himself with great experience and unlike the rest, he wore a dark metallic collar around his neck.

    "Keep going group... I'll be along in a moment." For'dez would say to the group.
    "Yes First Ambassador... do be quick though sir, I'm sure we are about to start."
    The second on line would nod and say.
    For'dez would nod as he headed over to the High Priestess Llial, nodding to the Arkkatoor, and looking to Tai Kin, "Hello Leung Tai Kin, good to see you about." For'dez would look to the Priestess, "Hello love."

    The faint tapping of a wooden staff against the floor preceded Myko Tymar's entrance. She glanced at the clock, and nodded; she was at least three minutes early.
    Her two Draconian guards followed, their heavy armour letting out a barely perceptible whine as it moved. Myko turned her head slightly, and they bowed, before stepping back out of the senate chamber, taking up positions near the drones.
    A second later, Myko's other contingent of bodyguards arrived. The Gekkos went about their work with a quiet cheerfulness and professionalism that belied their unusual grammatical style, and tendency to refer to themselves by name.
    "Perhaps we should save political discussions for when we are in session," she said to the CCA's representatives, tapping her staff on the floorboards. The solid "thunk" of wood on wood was amplified somewhat by the acoustics of the chamber.
    A sound from the hall caught her attention and she turned. The guards had snapped to attention, and a grizzled old male Draconian limped into the chamber, followed by Ferraye, and the Gekko ambassador, an elderly male with a shock of thick spikes protruding from his head.
    "Admiral," Myko said respectfully, recognising the Draconian. She smiled at Ferraye, whom she knew personally, and nodded to the Gekko Ambassador. No one had ever actually heard his name, and many suspected he himself had either forgotten it or simply left it behind because of the importance of his career. It didn't effect his competence one bit, however; he had an impressive track record helping relations between the Draconians' client races.
    "Take a seat," Myko added, motioning to the small group of seats they had been given.
    "Thank you," the Admiral said, his deep, gruff voice rumbling through the room. He sat down carefully, growling slightly as his bad knee pained him.
    Ferraye gracefully sank into her own seat, tossing her head so that her hair was out of her eyes. The physically small Gekko ambassador climbed up a set of steps to his own chair, which placed him at about the same height at Ferraye.

    This was how it always was here; the Draconian contingent was always few in number, but that was compensated by their physical size, and their fearsome reputation.
    It didn't hurt, of course, that while the Admiral wasn't carrying his pistol or sword, he was still clad in the body and waist plating that naval personnel wore. His shields were off, however, and his hands, resting on the table in front of him, were relaxed. He had poured himself a glass of water, and was now wetting his throat to make sure he would be able to speak appropriately.
    "Well, let's get this over with," he growled eventually, "I want to get back to my family; we're expecting our first grandchild in a few months."

    Ambassador Pirrad looked over a file showing the issue they were to be voting on today. He looks to the Junior ambassador. "This is going to need revision at the very least before I vote to pass it, if at all," He says in his native tongue, a melodic symphony of chirps and whistle, like a bird song.

    "Naturally," the junior replies back. "Shall we have the full house then?"

    "Yes, I believe that will be a good Idea." He pulls his Aide off his arm and contacts the 18 other Arrkric Greater Star Federation representatives. "We're going to need as much voting power as we can get on this one. I expect to see you all at today's senate meeting. This one looks like it'll be a doozy."

    The ambassador replaces the aide on his arm and takes off, followed closely by the junior ambassador. He gets onto the Embassy transit system and gets a priority trip to the Senate Chambers. He arrives with a few minutes left before the commencement of the meeting. He hops off the transit carriage and flutters towards the senate chambers. He dodges a few other species heads as he goes through the door and makes his way over to the AGSF sector of the Senate Chamber. The Pale Green and Silver colors of the AGSF Shone brightly as Pirrad lands at his table. Behind him, a banner with the AGSF motto shone in green and gold colors, written in the Zrackli script/font.

    Ambassador Pirrad pulls out his aide to look over the Proposal again as the rest of the AGSF representation shows up. Pirrad begins to type in some notes for the inevitable debate that was soon to come.

    The AGSF area looked deceptively empty when all the representation was there. The Zrackli representatives took up only as much space as one representative of another race, yet they still had all the political power of any other race of the senate. The Ambassador looks to his fellow representatives, then resumes his preparations.

    When Chamarra arrived at the Wolvend embassy she saw her fellow senators debating over the accord. Chamarra demanded attention, as she had been working as a senator here longer than they had(most got cycled out every few years). The took one of the copies of the accord and studied over it, "As it stands we can't vote for this. There are some things I like, but a lot I don't... What is the opinion of the many?" She addressed them.

    They discussed for a bit, then one spoke out "It's not in the Wurrlens interest. The Seeders would have disapproved."

    She looked over it again, "I'll purpose a rewrite. As it stands it'll slow wars down, inevitably more people will die because of it... Get to the assembly, I'll be there shortly."

    Chamarra grabbed a datapad lying around in the room and took a picture of the document, it auto-formatted to allow her to modify the text right there on the pad. She worked on it on her way to the assembly. She exchanged words with no-one, not even people of her own race, she went right to her seat and worked on the revision.

    The other senators seemed to talk with everyone other than the Zrackli and the Reavers. However the Wurrlens only seem to be jolly around the Orions and Altinians. All the unmentioned races they only talked business.

    Whilst the discussions were happening: the Rakrai filed into the room: the Ambassadors for the New Rakrai Empire muttering to each other in Rakeese as they took the 14 seats at the back. Shortly after they were seated: Adrevek walked in clad in his ceremonial armour like he always was and took one of the four seats at the front of the Rakrai Section: reading a copy of the Document with a wrinkled muzzle.

    “Ty’Phera… this is going to be a long night…” Adrevek growled as the two other Rakrai Monarchs walked in and took their seats on either side of Adrevek. Barely looking at them: he gave them their copies of the Proposal.

    “The Proposal… It’s going to be a Long night…” Adrevek growled at the two monarchs as he read his in the Silver and blue light of the NRE Banner behind them. With a glare: Adrevek looked over at the entrance as two more monarchs walked in.

    “You’re Late. What took you so long this time?” Adrevek growled and gave them copies of the Proposal.

    “We were tending to Mistress Tre’Kara.” They said: sitting down and looking around.

    “I see.” Adrevek said simply: turning back and looking across the room to the Reavers. “Is she coming to this meeting?”

    “Yes. She will be here shortly.” They said looking towards the door expectantly.

    The high ambassador Jessica sighed and kicked the sofa again "KANE. GET. UP." Kane rolled over on the sofa with a snore "Gah...Fine, hardball it is...Rick? would you give me a hand over here?"

    Rick poked his head out one of the side rooms that branched off from the main hall, adjusting the shoulder piece of his formal uniform "...Ya?" She nodded toward Kane passed out on the sofa "Again?"

    "Yes...again...would you please?" she took a couple steps back as Rick stepped up to the backside of the sofa, grabbed the bottom edge of it, and flipped it.

    Kane landed with a thud on the floor, the sofa flipping on top of him "Alright! Alright! I'm up...jeez...i'm up" his jacket and hat were tossed on top of him as he pushed the sofa off himself "It's like a guy can't take a nap once in a decade...sheesh"

    "We're leaving...now, the rest of our embassy taking part are already on their way" Rick growled out

    "Oh, but I think you might've Broke something" Kane said, a biting sarcasm in his voice as he pretended to cradle his arm as he stood up

    "I'll break something if you don't move your ass--"

    "Alright, that's enough you two" Jess picked up her data pads and the hard copy of the proposal off her desk "Let's go" the entrance to the embassy slid open for them with hiss, a light shove to get Kane moving, and they headed for the cross station tram. the ride across on teh tram was dead silent aside from teh ocassional 'smack' to keep Kane from falling asleep, and the clicking of the Deitran's claw tips as she skimmed over the proposal for the hundredth time that day.

    They stepped from the train and headed for teh set of large oaken doors that seperated the Orion sector from the senate hall, two guards stood outside in full Honorguard powersuits, They turned and bowed ever so slightly to the approaching ambassadors, their helmets folding back into their suits "Good evening Ambassadors" They said in unison, both Female Recins, and both towering over even Rick in their power suits

    "Good evening Shakay, Lee" Jess nodded to them in turn, a Black Panther and a white Bengal "I hope we've not missed the fun yet?" She asked with a wram smile

    The Recins smiled in turn "I'd be amazed if you did," The white bengal spoke "the other Deitrans just went in a couple minutes ago, chatting about how horrid this new proposal they were going over is...is it really looking as bad as they were talking about?" she dropped her voice to a low whisper

    "It's certianly in need of a rewrite" the bengal grimaced as she pulled the heavy oaken doors open

    "That bad, huh?"

    "'fraid so...Thank you" she nodded and stepped through the doors, heading in and finding her place at the head of the Orion's seating area, the other ambassadors following in turn, most of the places behind her were packed with fellow deitrans, with an ocassional Recin or Tang thrown into the mix. two Coffees were already waiting, steaming on a hotpad at her table, one for her, and one for Rick. The Tang had his rare days where he might manage to not piss off every member of the council, and someone would 'remember' coffee for him too...today didn't happen to be one of those days.

    Chamarra finished her editing then started to laugh loudly, "Ahahahaha! There's not much left! Oh well, least this one isn't as naive as the original was." She went about her fellow ambassadors and showed them it, the majority seemed to like the change.

    She made her way to the Orion's gathering area. The Orions(just call them this because it's easier than saying all three race names) were probably the Wurrlens must trusted and closest allies, the Wurrlens say that the Orions are related to them and shall also inherit the universe.

    Eventually she found the three she wanted to see, "Kane, Jessica, Rick! It's good to see you all today." She showed them her datapad, "I've been making a rewrite, look over it, see how you like it. With any luck we might get enough votes for it to pass." She chuckled a little, "The original was just... Naive to be honest. They want you to care for the enemy's wounded and put safe zones right next to the battlefield? No doubt to hide weapons, especially with them Reavers, we'd never be able to prove if they were hiding cloaked weapons in such a location."

    My definition of being on time meant being in the chamber before it even opened. In a sense, I was there before it opened, viewing the interior from many different perspectives via micro-holographic optical sensors built into many of the walls. In order to prevent myself from being "fashionably late" I had a hard light emitter assembly installed in my little nook in the senate chamber, allowing me, as an A.I. to be in the chamber at any time I wished, much simpler than to have to drag my corporeal form around all day, communing at the speed of light was so much more efficient.

    I stood at attention, my fellow A.I. "brethren" accompanying me. The Altinians had fewer representatives to the embassy station because three A.I.'s could do better than a hundred politicians at micro-management of sensitive information and be in multiple locations all at once. Giving a polite nod of the head to those who entered as I viewed the matter at hand. It was such a slow thing, debating via simple oral analogue communication took far too long. In the time it took for the organic races to file into the room I could have voted on a hundred separate suggestions.

    From my point of view the matter at hand required little to no editing, only those foolish enough to think of war as a necessity as opposed to an absolute last resort would find it hard to accept, war was meant to be unpleasant and hard to be fought if there was neither cause nor reason for the hostilities. As far as I was concerned, a mere addition of each species being allowed to establish it's own method of carrying out the suggestions was needed.

    "We hardly need to veto this, we've fought wars sensibly in the past, at least our grand ancestors did, and they went about it much the same way. What are your opinions?" I asked my brethren, two A.I.'s modeled after me, just as powerful, Alexander who modeled himself after a right-hand man in light-duty military gear, and Garrison on my left who had more of a lawyer-like outlook to his holographic avatar.

    "I think." Alexander spoke up. "That you are logical in your words. What of you Garrison?" Alexander asked without looking, communing at the speed of light, with no visible or audio communication made apparent to the outside.

    "I think the suggestion is naive in that it slows down war, however I agree war ought not to reach the civilians and innocents of a world, a slight adjustment to it and we will be able to accept it without much trouble, however the other member species might not be as logical or even as adaptive." Truer words, or rather impulses, had never been sent to me. This, would be a long voting day, especially so someone who thinks a minute of processing anything is far too long a time.

    "Ah yes Ford how are you." She said looking at For'dez as he stopped next to him. "So I take it you have read this proposal horrid proposal?" Her claws clicked on the on the floor of the Senate chamber with a set of sharp clicks resonating through the hall. "The Imperium can not accept any of this proposal, its far to limiting for our information collection rites." She frowned looking over the holo projection floating over the cuff of her robe with a total void though the entire document.

    A moment latter the Station AI appeared in the center of the room. "The meeting of forty fifth Senate will start in five minutes, Ambassadors and dignitaries please take your seats."

    Xax blinked as he passed his eyes over the other embassies. It was a difficult task for an Arkkatoor to read a person's face, most of their own emotion being transmitted across the hive mind, and Xax only had a mild ability with it, but today didn't take much skill to read. The embassies he could read all read of a distaste for the proposal, and the ambassadors that seemed to hold the most sway from each group had what Xax could only guess were revisions.

    Scanning the proposal again, Xax did not see what was wrong. Only soldiers belonged on a battlefield, and perhaps with a neutral zone established leaders would be much more careful about what they do and where they do it, saving perhaps thousands of lives. A sharp prod in the back of his mind drew his attention to the connection with his mother.

    She was nervous about the proposal, having read it several times through Xax's eyes, Remember Xaxtallik, you must be very careful with what you do. Xax would have snorted had it not been both his mother and the Dread Queen, Worry not my queen, I think perhaps the best idea for the moment is to listen and see if they have similar ideas for a revision and combined them as best as possible.

    She gave a satisfied huff across the connection, then receded back, but still watching and listening. Xax allowed himself a small smile, keeping it carefully hidden as he waited for the meeting to get under way.

    When the message was sent it would begin in five minutes Chamarra was out of time to talk about it. However, when she to her seat she sent her revised version from her console to the consoles of the Eastern Star Systems Alliance and The Dread Queens Horde. Maybe if they all voted in favor they could pass it.

    Pirrad looks to the rest of his ensemble. The AGSF representation consisted of the junior and senior ambassadors, 10 representatives from different regions of the AGSF, two judges, a military advisor and a political advisor, two clerks, and two official observers for the AGSF President and Legislature.

    "Gentlemen, this proposal is not all that terrible. It does need revision, but only in the section with regards to treatment and care of prisoners of war. The Treatment of non-combatants is fine, mostly. Civilians have been off limits in our past war doctrines." He looks to the military advisor. "Call it a hunch, but we don't exactly have the means to feed and provide medical care for the larger races, do we?"

    "Correct, sir." The military advisor nods, and smooths out his dress uniform. "Just one of them would probably consume an entire Rapier's crew rations in under a week."

    Pirrad nods, and looks to the others. "I suggest we request a revision that will make it so that if we are not able to care for the wounded of other races..."

    "Which we won't be," the Military advisor adds. "Imagine a medic trying to set the leg of a draconian. Those bones are bigger than our medics are."

    "Quite right," Pirrad resumes. "So we should propose a revision that makes it that if an invading nation is unable to care for the wounded and captured, we shall arrange to have them returned to their own race or handed off to a race that is capable of caring for them. How do you think that'll hold, Vice Admiral?" he asks the military advisor.

    "Quite well. That large of prisoners will be an enormous drain on our resources, to the point where they'd starve on their own if we didn't return them, plus I think the other nations here would like a system where they can get back their MIA soldiers. It may give them a chance to return to battle, but we don't have to worry about returning boarding soldiers, and when a starship is destroyed, anyone without a space suit on is already dead. We could reasonably rescue enemy crews and hold them just long enough to load them onto a logistic vessel and send them home. It's more humane to let their own people tend to their wounds, because if we tried it, they'd be going without a working anesthetic, properly sized tools, or even medics with a knowledge of the physiology of the race they're trying to fix."

    Pirrad nods, then the junior ambassador speaks up. "We should probably also revise to arrange for the transfer of civilians and non-combatants in captured areas to be transfered to remaining territory of their own nation. For pretty much the same reasons as the transfer of wounded the Vice admiral mentioned."

    A murmur of agreement goes through the rest of the AGSF representation. "Clerks, you and the political advisor begin working on writing up proposals for these revisions. When you're done, forward copies to our Aides, and to the IoS, SRC, NRE, CCA, DFL, DQH, and OGE, see what they think of it. Also may as well send it to the ESA, Since they rarely seem to leave their worlds with manned ships anyways, they'll probably want to be able to transfer prisoners back to people who can properly care for them. No point in sending them to the Wurrlens, they'll probably just laugh at the whole proposal. Those lots love war far too much." The Clerks begin to type into their aides. (OOC: PMs will be sent shortly)

    Pirrad looks to the rest of the representation, wondering if they were working on their own revision proposals.

    Myko heard the beep from her console, and looked down at it. The revisions seemed only sensible; after all, how would the Zrackli take care of a Draconian? A Draconian, standing at two and a half metres even on average, consumed a lot of food, all of it required to power their large forms. Keeping them in a hot environment did allow them to cut down on energy consumption by becoming cold blooded, but it was only a stopgap measure.
    "That seems only fair," the Admiral said, "It's only common sense that the Zrackli send us our wounded if they find them. These accords are Draconian doctrine anyway."
    "It doesn't mention anything about synthetics," Ferraye noted, "The Altinians' AIs or the Andrians. Or the Caleran E-brains."
    Her gaze twitched towards the entrance, where the Draconian Aegis troopers were standing side-by-side with the Calerans' drones. They both had their names, Rayza and Yuratuz respectively, emblazoned on their chestplates. Mounted above Yuratuz's right eye was a floodlight, although most wouldn't see the point of even having that when the suit was also equipped with thermal vision, light-enhancing night vision, and various other false-colour filters.

    The Admiral leaned back in his chair, wincing as his bad knee twinged. Despite the best surgery the Draconians could provide, the Admiral's knee, which had taken a hit during Andrian boarding action in the heat of the Third War, remained problematic. The Draconians weren't able to insert cybernetics, either; the area was simply too delicate; they would have to remove the entire knee to do it, which was strictly out of the question in the Admiral's case; the Admiral had a rare genetic abnormality that placed a nerve too close to the effected site to perform any surgery without risking the loss of his ability to move his leg at all.

    The Priestess would return the hug and Kiss she got from For'Dez before watching him walk off before going to her own section. It was then she got the Revisions of the the Accord from Tallak. "Sensible changes Tallak..." Llial said to AGSF ambassador as the sections for both nations where next to each other. "Not surprised through, I don't think that you could care for the combatants of another species when you are nipping at their ankles." She smiled in spite of herself looking at the other delegates. She knew this was going to be a long day. It didn't help that she couldn't in good faith endorse such accord no matter how it was rewritten. She turned to rest of the dignitaries. "Right lets see if we can get this meeting started without having someone's neck being rung." She said with a little jest behind it. "I'll wait to voice my opinion who wants to take the floor first?" The Priestess said looking around. In the center of the Room the timer started taking the time of the meeting.

    "The revisions seem prudent," Myko said; being one of the most recent additions to the Senate, their own seats happened to be right next to the Reavers.
    "After all, how would our good Zrackli compatriots feed such a large being aboard one of their ships?" the Admiral interjected, "This is one of the times being our size is as much a curse as a blessing."
    "We're going to have to bring our other problems to the Senate as well," Ferraye added, leaning forwards in her seat, "We'll be facing an overpopulation crisis in a generation or less. We'll need to begin colonisation efforts soon to head the problem off before it becomes critical."

    Tai Kin sighed, and adjusted himself. Shrugging as he made a snap decision. He stood slowly and clapped. There was a brief pause of surprise from the CCA end that was recovered quickly as clerks and diplomats of the CCA stood likewise and followed suit.
    "I wish to applaud the foresight of our Zrackli comrades. This revision is agreeable, and one hopes the rest of the assembly will vote favourably."
    He sat down, sweating. No, his government would not like it, but hopefully this would earn the CCA a measure of good-will from the AGSF and SRC.
    "The CCA will treat prisoners of foreign nations with the same dignities as accorded to our own prisoners. We will ratify this amendment, as proof of our solidarity. Are we all not peace-loving people?"
    Leung then nodded at his colleagues, a subtle signal sent, and suddenly the rest of the assembly was faced with smiles on all the CCA faces.
    "Civilisation is based on civility. If we cannot be civil even at our worst, in war, then how can we hope to be in our everyday selves?"

    Unlike the others who felt a need to sit, I and my fellow A.I.'s did not require any actual physical rest. In it's place we had been going over the various elements of the proposal. The AGSF representative had a valid point. They were unable to care for species of stature exceedingly colossal to them, that amendment I and my fellow synthetic intelligences agreed upon. Discussing the point was getting moot however. We found nothing wrong with the proposal as this was how the ESA had fought wars for centuries whenever we were forced to engage in them. The Wurrlen had sent us their revisions, however they were too war hungry, was supposed to be a last resort, not your first or only one.

    "We of the ESA would like to suggest this proposal be passed. War is unpleasant enough as it is without more people dying as a result of our foolish pride. We of the ESA find little to nothing wrong with this proposal, if it slows down and makes war a bother, then all the more reason why it should be passed, if war becomes unpleasant enough, hopefully it can be largely laid down amongst our varying factions. We have the capacity to care for any species, massive or small, our genetically grown food can be adapted to any species biology. We have no qualms about this, we apologize if some of our allies see this as a brash decision, but we are a peaceful people who do not desire war of any kind. Let us continue this discussion."

    "Our kind has always acted honourably towards our prisoners," the Admiral said, leaning forwards; his bad knee made getting up difficult and a little painful, "If one of our own was to mistreat a prisoner... they would no longer be fit to be called a Draconian. I understand if the Reavers of the Imperium of Shadows wish to keep their ways, but there are other methods, perhaps just as well-suited to their... shall we say, customs? Traditions?"
    "You mean espionage and infiltration," Ferraye stated, impressed, " Very well thought out, and on such short notice. They made you an Admiral for a reason."
    "Gekkos agree with Accords," the Gekko ambassador said, standing up. Myko immediately sat down, and the Admiral leaned back in his seat, "But notice glaring omission. Surprised that Altinians and Calerans not notice."
    "Synths," Ferraye said, nodding, "We have not discussed the rights of synthetics. But we had best get this out of the way first, and discuss amendments to it later."

    The members of the Imperium had been silent up until now merely watching the discussion, thought when they where mentioned most of them turned to glare at the opposing admiral. One of the members of the Imperium was out raged, "How...!" She didn't get far though as Carsona spoke, "Sit down adept before you make a fool of yourself, the last thing they need ammunition." She moved forward to the stand for the Imperium. "Now aside from the adept back their we do have a few sets of problems with Accord but i'll start with the first one."

    "the passing of sentences and the carrying out of executions without previous judgment pronounced by a regularly constituted court, affording all the judicial guarantees which are recognized as indispensable by civilized peoples."

    "Now, this section while it might be easy for others nations to deal with it leaves the Imperium in a rather difficult spot. Our court system is quite different from a "normal court". Also how would one interpret indispensable by civilized peoples.? Does that mean the rights the Imperium gives to civilized people? Reason being is that enemy combatants have no rights in the Imperium nor do high risk enemy civilians. If the Interpretation is that the rights that those that we come in contact with are based on our own civil rights and judicial system then this would be fine, but at the moment is vague and could be used against not just us but anyone."

    The tension was building, it didn't take a rocket scientist to see that and Xax was worried. A murmur of unrest spread through a few of the Arkkatoor beside him, but Xax stood, stepping to the stand. He looked toward the Imperium's section, "We of the Arkkatoor understand the concerns of the Imperium, but we wish to point out that no one outside the Imperium understands the court system you use and therefore are unable to compensate for it." With that, he returned to his seat.

    Adrevek and his fellow Monarchs simply sat and read the new changes that the Zrackli had proposed. Unlike most of the Rakrai: the Monarchs were content most of the time to sit and listen: but even then: they weren't very pleased with the Proposition.

    "Lord Adrevek: We can't accept these. This proposition goes against every single Rakrai law we have!" One of the Monarchs said to Adrevek in Rakeese. He simply raised a hand to silence them.

    "Quiet Adamo. I understand your concerns for the strength of our Empire, but the fact is we can't. We can fight and die to our hearts content, but that will in the end do naut but put our masters in danger."

    "But sir-"

    "No Buts. Would you rather find a way to restore our mighty masters to their former glory or stay to our laws and let them die?"

    Adamo said nothing as she reconsidered her argument. As she finished: an Ancient looking figure shrouded in a long silver cloak stepped in and Adrevek helped her to a seat. It was quite clear that this creature was among the Highest of the Rakrai.

    "Listen Adamo: The reason we have to listen to these laws is not only to protect our masters like Mistress here, but also to try and heal the scars between the Rakrai and the rest of the Universe. I don't know about you, but I've been speaking to Master Tre'Kara about finding a way to diminish the problem of the Nightmare Pilots."

    The monarchs groaned a bit when he mentioned the Nightmare Pilots. They were roughly the equivelent of Rakrai Ghetto Rappers: Uptight and Self-Oriented to a Huge degree.

    "Either way: I've spoken to him about them; because I've noticed they they are the single major wedge between us and the alliances we could forge with the other races. I'm hoping I will be able to arrange a meeting with Master Tre'Kara and the Zrackli later on this week to discuss the matter more thoroughly."

    With that: he took his seat again next to the Ancient creature.

    Myko sighed as the Rakrai's primary representative brought up the issue of the Nightmare pilots. They had been a both a political nightmare for the Draconians, and a helpful presence back during the Draconic Wars, when they would occasionally sniff out the dens that the Andrians had retreated to.
    These days, they were a different matter altogether; the Draconians had found trying to control these daredevil pilots to be, pardon the pun, a nightmare. They had repeatedly turned up in the Jump Central zone where the Draconians kept their primary fleet, and continually performed illegal mining runs into the asteroid belts of the Draconians' systems.
    "I have reason to speak to Prime Tre'Kara myself," she said to the Rakrai, rubbing her snout, "We have been having trouble with the Nightmare pilots ourselves."

    It was ironic that the Draconian contingent had been wedged in between the Reaver contingent and the Rakrai; the relations with the Imperium was next to non-existent, and although the Rakrai were a direct neighbour, and t6echnically an ally, their relations remained rather shaky.

    Chammara watches as the separate groups argued with one another on various issues. Chamarra fell her eyes to Ragar, the largest ambassador they had.

    "If it may please the embassy, we have created a extremely revised version of the accord. I have a feeling it will be so conservative that all your separate complaints about the contents of the current accord will be gone. If anything this could just be the base then parts of the accord could be added later. I'm sending it to all your computers now. Oh, we'd also like to add that as the accord stands now, it is unacceptable, we could argue the points of it but I know it would jut fall on deaf ears."

    Ragar presses a few keys on his datapad and the file would be transferred to all the parties should they accept it.

    REALIZING that conflict is ongoing & unavoidable

    BELIEVING that personnel of an enemy’s armed forces captured during hostilities should be treated with respect and not be subject to species rights violations.

    MANDATES:

    Persons taking no active part in the hostilities, including members of armed forces who have laid down their arms and those placed hors de combat by sickness, wounds, detention, or any other cause, shall in all circumstances be treated humanely, without any adverse distinction founded on race, color, religion or faith, sex, birth or wealth, or any other similar criteria.

    The application of the preceding provisions shall not affect the legal status of the Parties to the conflict.

    Part II. General Protection of Populations Against Certain Consequences of War

    The provisions of Part II cover the whole of the populations of the countries in conflict, without any adverse distinction based, in particular, on species, nationality, religion or political opinion, and are intended to alleviate the sufferings caused by war.

    Planets, decided on at a later date shall serve as the constant safe territory. These planets would be chosen for their distance from central space to insure they are not used to hide weapons. A minor and trustworthy race will govern these planets. A person can only go to these planets if they have the papers permitting them from their home species, the races may choose what the qualifications are for their people.

    The wounded and sick, as well as the infirm, and expectant mothers, shall be the object of particular respect.

    As far as military considerations allow, each Party to the conflict shall facilitate the steps taken to search for the killed and wounded, to assist the shipwrecked and other persons exposed to grave danger, and to protect them against pillage and ill-treatment. (Only applies to one's own race and their allies, the enemy shall not be tended)

    Civilian hospitals organized to give care to the wounded and sick, the infirm and maternity cases, may in no circumstances be the object of attack but shall at all times be respected and protected by the Parties to the conflict. However, once the region containing the hospital is conquered, these hospitals are subject to the conquering specie's search rights to be certain the building's status as a safe zone is not being exploited for military purposes by the enemy.
