How does the Strengths and/or weakness of your Military effect your Government Decisions?
They’re well aware that there are better militaries out there, so they’ll generally try to avoid conflict when they can, and will tend to stay neutral in battles not being fought by their allies.
What effect does it have on your Citizens:
They’re aware that there are those with larger militaries, but they’re fairly confident in their government’s efforts to prevent war. Pirate attacks are easily repelled (imagine if Somalian pirates tried to attack New York), So the citizens generally feel safe. So they don’t design every building as a fortress, and the only real time the threat impacts their daily lives is the semiannual orbit raid drill to make sure they know how to get to the underground shelters.

Because the government runs such a huge trade surplus, they’re very willing to make loans to other nations or buy up some debt from them. They also are much more willing to finance huge projects (See: The Nubian).
How does this effect your Citizens?:
The citizens generally lead extremely comfortable lives. The AGSF has a very high GDP per capita by galactic standards, but the citizens only need a fraction of that to live in comfort, so they indulge more often generally.

Medical: 10 (I'm a doctor, not a miracle worker.)
Energy Production: 14 (Miniaturization leads to improvements in efficiency)
Science: 20 ( Excessively Bloated research budget, and in a primarily service based economy, sciences and engineering are two fields that can never become oversaturated.)
Advancement rate: 20 (How they managed to achieve their spread in just 300 years, plus with such a High population they can train trillions of engineers, and is still aided by the economy)
How does the Strengths or weaknesses of your technology effect your Government Decisions?:
Generally they try and use this for any advantage they can get, but the comparatively average medical technology (Caused by high gene pool drift in Zrackli) makes them a bit more wary of biological weapon attacks. To compensate, they have a long list of contingency plans in the event of an attack.
How does this effect your Citizens?:
The citizens live surrounded by their amazing technology. Luckily, the Zrackli are highly rooted in reality and enjoy the physical sensation of flight, so they have managed to avoid becoming totally dependant on their technology. Still, it is not unusual to see Zrackli with robotic parts. This is generally because they can’t regrow limbs in tanks that effectively, so it’s generally just cheaper to replace a lost limb or body part with a mechanical part. A small number of Zrackli have actually undergone a complete flesh to machine conversion; though this is prohibitively expensive even for the average Zrackli, and takes a long time to complete, so the current number of these individuals is less than 10,000.
Areas of Specialty: Miniaturization and Economy.
Miniaturization: Because of their small size, they were particularly adept at making technologies able to be used by them, and developed miniaturized technology far beyond what most larger species can do.
Economy: They have over 200 billion taxpayers per world, and 200 of those worlds to draw from. This gives the government a TON of tax money to spend, and makes their economy quite stable from having such a large base and so many consumers.
Advanced:
Starship Defense: Their starships, while not as powerful as larger species, are small, fast and tough, both in terms of physical defense, missile defense, and shield defense. So even if someone did manage to hit one, the ship would be better able to take the blow. Their largest ship barely tickles the frigate size of other species.
Intelligent/Innovative: They develop their own methods for most problems, such as FTL travel, computer building, et cetera, rather quickly, which is how they got the technology to spread over such a large area of the galaxy so quickly. Combined with the economy, they are clever AND well funded; a dangerous combination. The ability to train hundreds of billions of scientists and engineers also helps.
Industrial base: This too is aided by the strong economy and the Huge population of Zrackli. The AGSF has many, many workers. Each individual one couldn’t build as large of objects as other races, but this is canceled out by the Miniaturization boon, granting them a huge industrial base.

Poor:
Mining/material obtaining: While the AGSF does has a huge resource base, they can’t mine it as effectively as other races can, due largely in part to their small size.
AI: The AGSF does not bother giving artificial intelligences any emotions or even social skills. They are tools, not people. This makes AGSF AI’s a bit harder to interact with, as you have to be specific about your inquiries, but their ability to draw conclusions is still only limited by how much processing power they’re given.
Logistics: Because of their small size, they are not as great at delivering supplies, troops, etc as other races, which build larger ships.
Weakness:
CQC: In hand to hand combat, they are an absolute pushover. As it is, they rely almost exclusively on mechanical units for fighting other races on land. Even then, their land vehicles aren't as large or powerful as other races.
Nonexistent Star fighter combat: One man fighters built for a race that averages 10-12 cm long are kind of silly, if you think about it.
Nations Dossier/History:
The Zrackli formed their first civilization about 6000 years ago, moving from small flocks of scavengers to more organized societies. It did not take them long at all to develop language, farming, and after that, writing. The Zrackli took well to the new process of writing. It spread swiftly across the range of their territory, creating a period referred to as the “literary explosion” in their history books.
With the ability to write, there soon rose ideas. Ideas like the Zrackli gathering their resources and creating a zone free of their natural predators and cultivating food in the surrounding area. The first Nation was born. For a good long while, the first nation stood tall and firm, growing to build a few more population centers as it expanded. However, this peace couldn’t last forever. Other nations soon took root and began competing for resources and ideologies. There wasn’t much violence for a long time; their small size meant there were plenty of resources to go around. The first blows came when the nations clashed over ideology. The ideologies they were clashing for have been lost to history. But, that first war saw the first development of weapons of bronze.
The war was over quickly, but it had spawned the Bronze Age as the Zrackli quickly began to discover the uses of metallurgy. They built better homes and better tools. The first primitive machines were manufactured, and food output and efficiency increased tenfold.
With less Zrackli worrying about food than ever before, more of them started to focus on developing new and better machines and ideas, spawning philosophies and machines that the world had never seen before. All the while, they kept growing across the world. As more machines were made, more Zrackli could focus on making even better machines, creating a positive feedback loop that sped them into the industrial revolution. The Zrackli placed High regard in the practice of improving their technologies more and more, making them more functional, more compact, and more efficient. This attitude gave them industry and after that, electronics that were very, very powerful for their size.
Shortly after the advent of industry, the philosophies that would come to pervade their species as they moved into space came to pass. Federalist practices became commonplace, because the population was so huge that just about anything else was too inefficient. These federations granted all the freedoms the citizens could want.
It wasn’t too long before the Zrackli achieved their first tentative steps into space. After about 80 years of experimenting and physics research, they achieved their first faster than light capabilities. They boldly adventured forth… and quickly met a race which thought that all other life forms were unworthy of treading the heavens. The Zrackli just ignored this other race; they were as new to the stars as they themselves were. They began their first colonization projects and established themselves on some new worlds.
The first problems came when the aliens began intercepting their supply shipments. They claimed that it was independent pirates attacking the supply lines, but it soon came to light that the alien government was in fact financing the attacks. The Zrackli would have preferred to avoid conflict between the aliens and themselves. This was the period of time that lead to the rapid development of their superior ship designs which made the supply ships nearly impervious to the attacks of the aliens. When they still were attacked, they moved from warp technology to worm-hole technology, so they’d be impossible to intercept in transit.
Their current methods of propulsion, wormholes and gravitational driving, arose thanks mainly due to their abilities for miniaturization. As their scientific instruments grew more precise and smaller, they learned how to study effects like quantum gravity (Sub-light propulsion), quantum vacuum energy (Power source), and the quantum foam (FTL travel).
The aliens thought that they had succeeded and that the Zrackli had given up when they no longer found ships along the supply routes. But they soon enough noticed that the colonies were still thriving. They launched an attack on their most remote colony and destroyed it utterly. The Zrackli government finally decided that it was no longer an option to just ignore these alien pricks. They put their industrial might towards creating a space navy to retaliate against the aliens.
As another one of their colonies fell, the Zrackli launched a daring attack right at the alien home world. For weeks they pounded the aliens into submission. The aliens hadn’t even thought the Zrackli were even capable of such a feat, and were totally unprepared. When all was said and done, the Zrackli had demolished the enemy fleet (The enemy was totally focused on offense so even the simplest of Zrackli rail-guns had devastating effects against their defenseless ships). The Zrackli established a blockade around the alien world, decreeing that they were not to return to space until such a time when they had evolved more culturally. (This is not to establish that the pocket dragons are awesome, rather to just establish that races that think too highly of themselves topple easily)
With their new and improved ships, they continued on their expansion and exploration. By the present time, they had managed to stake claim in 1% of the galaxy (Approximately 3 billion stars).
Major Industries: Miniaturized goods and electronics, such as microprocessors, are their primary exports. They also use their excessive production capabilities to produce many consumer level high-tech goods (Like Aides/cellphones, Personal computers, etc.). Many of the products are high powered because they have so much more space to work with using their miniaturization technology. Their largest imports are refined materials such as refined titanium and such; larger races can get more of it for less money than the diminutive Zrackli. They also sell various high quality non-electronic goods, like GripSkin © and SealSeams ©.

Achievements:
The Nubian Project:
The Nubian is an under construction Ring-World facility. The Nubian itself is as much an experiment as the scientific endeavors that will be conducted on it. It is the most massive engineering feat in their recorded history, and if successful, they will begin construction of a full star-encircling ring world.
The Nubian is a ring orbiting a gas giant, 133,750 kilometers in radius. It is 2,700 km wide, can hold its own atmosphere, and rotates to produce a centripetal force equivalent to .92 g. It has a surface area of over 2 billion square kilometers, more than 13 times the land area of the planet Earth. It will be home to a whole host of scientific experiments, including numerous terraforming experiments, an anti-mass spectrometer, and a hyper-light collider.
Following the completion of the main ring world, a massive “Jupiter brain” computer was slated to be built in the gas giant it was encircling. The computer would be the first ever built by the AGSF to be able to fully simulate a space the size of a planet. The project was going to be used to simulate billions of experiments simultaneously. Social experiments in the simulated people, terraforming experiments in the simulated planet’s core, weapons and physics experiments on the rest of the planet, all to precise specifications.
AGSF Strategic Naval Command:
The “Home base” of the AGSF naval command centers, this massive base is located on a gas giant that broke free of its home star and has been wandering the cosmos for well over a billion years. It was discovered by pure chance when a Zrackli astronomy probe noted its transit over a star that was known to have no planets.
The gas giant was named Rover, and was discovered to have a rare nitrogen-oxygen composition, and several moons with a breathable atmosphere that was gathered off of Rover and kept warm by volcanic activity similar to that of Io. Rover is slightly smaller than Saturn and is colored like Neptune by the nitrogen in the atmosphere.
Numerous support stations are well established on Rover’s livable moons, but the Strategic naval command is located within the gas giant itself. Kept aloft by contra-gravity devices as well as buoyant tanks, The Strategic Naval Command is located in a thin section of the atmosphere where the pressure is comparable to that of the AGSF home world and the temperature is ambient, the thin zone between freezing heights and scorching depths. The gravity is kept manageable by the use of contragrav devices to remain at a comfortable .98 G.
While exiting the floating base is possible, it is unadvisable. Wind speeds can get fast enough to pull a Zrackli far from the station where he will fall to his death and be crushed by the thick atmosphere below. That being said, most of the station is self sealed. All of the light in the area comes from the exterior lights of the base or from the dim glow below where the temperature and pressure are high enough to create a dim, ambient glow that radiates upwards. The station is capable of shutting down all power and relying on its buoyant tanks so that it may become virtually undetectable to passing or attacking spacecraft.
In the event of capture, the base can shut down all contragrav devices and cut loose from its buoyant tanks, plunging deep into the atmosphere where the base and its captors will soon be crushed and destroyed.
The Location, and even the existence of the SNC is one of their most closely guarded secrets. It has its own small attendant fleet and numerous methods to prevent it from being noticed. Since its discovery it has passed out of the galactic disc and above the plane of the galaxy. If the AGSF had not noticed its transit when they did, it is likely that the world would never have been discovered.

How does the Strengths and/or weakness of your Military effect your Government Decisions?
Lightfirean ships use huge amounts of power so light up like a Christmas Tree on sensors. As such they are useless for stealth missions, or any kind of mission meant to be kept secret. As such, they can only be used for declared military actions and patrols. However, advanced shield and armor tech makes them extremely hard to hurt. In essence Lightfireans can't conduct secret missions.
What effect does it have on your Citizens:
It is difficult for the race to expand without being able to do secret surveys. However, crime is low and they have major confidence that they can survive a war sue to the power of their vessels.

The Lightfirean economy is entirely socialist. It hardly goes up or down, it just stays at a steady average rate. Because of the way it fuctions, large scale trade is nearly impossible - only able to trade with other races through barter.
How does this effect your Citizens?
It keeps citizens loyal to the Union. They can't go trade with other races so keeps them at home, purchasing government goods with government currency. Lightfireans are isolationist.

How does the Strengths or weaknesses of your technology effect your Government Decisions?
The whole checks and balances system on the Lightfire Union's unitary government is a 'Technology' branch of office. Here the greatest scientific minds of all areas can override the Legislative by showing scientific measure of what it's a bad idea. They also can make proposals to advance science.
How does this effect your Citizens?
Lightfireans are wired to technology. Nothing sparks their enthusiasm more than the advancement of science. Also, they don't leave the Lightfire border without wearing a suit of powered armor.
Areas of Specialty:
Defense: Lightfirean Baryonic plating is the armor of choice for things that need protection. Forged in a form of dark matter, projectiles that impact it usual are stopped instantly on impact, smaller projectiles bounce off. -- Lightfirean shields are also quite strong; dark matter enhanced plasma protects the ship from most energy fire, especially other plasma weapons.
Power: Lightfireans have a total mastery of anti-matter.
Firm Borders/Strong Loyalty: Lightfireans are an incredibly proud race, they have strict control over their borders and internal affairs. In exchange for the highly protective government, the citizens are very loyal - low crime rate and few turncoats are the result.
Advanced:
Computers: Lightfireans have extremely capable AI, and in general their computers are very fast. They are needed to manage the complexity of Lightfirean ships.
Intelligence: Lightfireans are smart little devils, "cunning as a fox" is no joke in their case. The research fast, and their ships might be decades ahead of their time.
Terraforming: Lightfireans have always had a tendency to improve the world around them. With their isolationist attitude, they often will just terraform worlds already in their borders rather than expand outwards - they also enjoy it for just a fun factor.

Not that it matters much in this day and age, but they aren't terribly physically capable(i.e. Strength)
Small Vessels: Lightfireans see no point in squishy things like fighters or bombers, they almost strictly use capital ships. The only exceptions being shuttles and corvettes(military shuttles in this case).
Weakness:
Expensive Ships: Lightfireans love luxury and efficiency. Their incredibly advanced ships also have high requirements for rare minerals. Because of their socialist economy, they have no way to speed the process through competition. So though they don't have a currency price tag to the government, they have a high mineral price tag - inablity to trade worsens the problem.
Poor Trade: Isolationists, Lightfireans are bad at negotiating with other species. Lightfirean currency is useless to other races so only barter can be conducted for trade outside of the Union.
Slavery: An art long ago decided totally immoral by other races, the Lightfireans continue to use it. It helps compensate for the limitations of their economy. However, it is so frowned apon by other races it makes relations with the Union hard to build. All slaves are non-Lightfirean, some may be those of the other major species which creates more tension.
"Master-race Attitude": Lightfireans see themselves as a master species, however they don't brag about this in front of other major races; it is known they think this though. Again, diplomacy suffers.

The only point in time that has a major affect on what the Lightfire Union is today starts with the Marlikian War. Before the war, Lightfireans were not excelling very much at all. When contact was made with the Marlikians(an insectoid race), Lightfireans discovered that they believed themselves to be the master species just as much as the Lightfireans did.
This of course could not fly, and so the centuries long war began. For the first century of the war, the Marlikians were winning. They were a merciless race and slaughtered innocent Lightfireans by the billions - the first time the Lightfireans ever fought a war that exceeded millions. The Marlikians were built for war, while the Lightfireans had done nothing but police-level defense.
Things were looking grim for the Lightfirean race, it was expected an attack would soon be made on the Lightfirean homeworld. But after more than a century into the war, a Lightfirean scientist discovered a way to manipulate a different form of dark matter, and imbue it into metals. This Baryonic armor rendered Marlikian weapons nearly useless, when added to powered armor Lightfirean troopers could now beat Marlikian soldier in hand to hand. Not much after that, plasma weapons and shielding was mastered, making Lightfirean vessels more powerful that Marlikians ships.
Mastery of antimatter was the final tech boost the Lightfireans needed. The Marlikians were quickly pushed back. In need of a quick victory, three massive vessels were constructed and packed full of antimatter warheads, controlled by AI. The made a beeline to the Malikian homeworld and bombarded to planet as long as they could over a vast an area they could. When the Marlikains finally beat through the shielding and armor of the vessels, they jumped to warp into the planet detonating the last of the antimatter reserves. The Marlikian homeworld was rendered barren.
With the Marlikians unable to continue any offensive action, Lightfireans declared the war over. They began Project Extermination, which final goal was to make the Marlikians extinct. Centuries later the project was finished, and the Lightfirean rebuilt their empire - larger than before with the annexation of Marlikian territory as their own(though it remains largely unpopulated).
It's to be expected, that after a war that lasted many centuries that the long term effects of it would last even longer. Lightfireans became extremely isolationist, and highly protective of their people and territory. They keep their fleets at top of the line quality so that they won't be caught unprepared again. It reinforced their racism, and the victory heightened the belief they are a master race - but it also made them more quiet about it as it could risk another war.
Major Industries: Advanced Terraforming Equipment
Species motto: None. A few mottos have been tossed around over time, but none stuck.
General Species disposition: Isolationist. For the advancement of science. Have major egos, but keep them in check around other species. One oddity of theirs that seems counter-active to their other beliefs is they are notoriously flirty with other races.
Achievements:
Defeat of the Marlikian Empire: A long devastating war for both sides with a species equal to power to the Lightfire Union. Centuries into the war Lightfireans finally got the upper hand and won.
Project Extermination: A massive undertaking to destroy every last fragment of the Marlikian race, the logistics involved were enormous and took nearly as long as the war itself - less lives were lost though(for the Lightfireans). Marlikians were declared extinct, it also showed that total warfare in this age is nearing impossible. Much larger than the Marlikian race was and the logistics involved would be too vast to perform the action.

Unless they're, say, getting attacked in a ground based invasion, or an RP scenario that takes place on the ground (ala Alchemical Sunrise), or in the case of Unstable Boundaries, getting their stations boarded by tiny units with any training whatsoever.
In fact, I could almost argue that the CQC weakness has affected me more than most player weaknesses in terms of actual RP.

If one product is short in supply, workers creating an abundant product will temporarily change careers. If there is a shortage of workers, extravagant or unnecessary products will cease production, and if there is a shortage of jobs, stockpiling long-term goods (such as military and construction supplies or long-lasting foods) will be produced to provide jobs and secure against future problems.
How does this affect your Citizens?: Citizens can choose their careers if the economy is stable, but the government is quick to step in and dictate what they should be working on if there are problems or shortages.

How does the Strength or weaknesses of your technology affect your Government Decisions?: Energy production and medicine have been the major technological focuses of the Tansa Hiib for many decades, which has dictated their ideas in this area, as well as budgets, grants etc
How does this affect your Citizens?: As above, the average citizen has limited "theoretical" scientific knowledge. The concept of atoms and the periodic table would be unheard of among the majority of many planets. However, concepts considered applicable to daily life, such as an advanced medical training and complex forces (used for example on building sites) are commonplace.
Areas of Specialty:
Sustainable, efficient energy: Various forms of renewable energy are gathered at near-100% efficiency to power the Tansa Hiib nation. Using limited natural resources was seen as short-sighted and inherently bad for the economy, and in some cases the environment (not that they were concerned with Global Warming, which in their society remains an unproven and now irrelevant concern, but they suffered massive amounts of acid-rain and other more localised effects in their Industrialised years)
Espionage: The main military training is in gathering information. They employ thousands of double-agents, including entire societies on their fringe worlds who claim to have defected and now live within enemy territory, relaying information constantly (One of the original settlements to do this is so old that no living member of the society knows about the plans. They believe that they are actually a part of the enemy, and are unaware of the many recording devices in all areas of their planet. While there is no invisibility as such, there are various recording and transmitting devices that are very difficult to detect due most often to size and area of placement (often within other electronic devices, for example). These usually have to be hand-placed by agents.
Advanced:
Information transfer and storage: While their computers lack vastly in other areas (see Poor) they have built extremely efficient devices solely for the transfer and storage of data. For example, the details of a planets entire population can be stored on an individual device (of which there are usually several back-ups per planet). These devices are all linked to a central core on another planet, which receives any updates to these devices (such as deceased or new-born citizens) relatively instantly. The central core is not automatically inter-connected, meaning if one device is corrupted, the rest remains undamaged.
Medicine: As the Tansa Hiib are Utilitarian, they focussed quickly on high medical skills. Medical testing could be performed on terminally-ill patients with little moral questioning, as the “greater happiness” was being served in the pursuit, which meant advancements happened quickly and with little interference. However, note that over-population is a constant concern, and so the medical ability and the medical practicality on many high-population planets remain disjointed.

Non-storage computers: Computers serve the sole purpose of information storage and distribution to the Tansa Hiib. They have little concept of automated vehicles (although some prototypes do exist), and so most high-tech systems require constant control from sentient workers. Defence systems, for example, can detect incoming enemies quickly and send the information accurately and (near-)instantly to all relative systems, but firing at the enemies is still done by living controllers.
Diplomacy: While they believe that all races are inherently equal, they value the existence of their own nation above all others, and so are very unwilling to put it at risk for any reason. Their justification is that they are the only nation which can deliver the glory of true Utilitarianism and thus true happiness, and that if their race were to be destroyed, all future suffering would count against any suffering that might result in their not being destroyed. In other, perhaps simpler terms, they would let a Big Bad destroy everyone else in existence as long as it’d leave them alone, because if they died stopping it, no-one could ever be forced to accept their ‘correct’ way of governing.
Weakness:
Counter-espionage: While they are adept at gathering information on other races, they rely on advance information on any incoming attacks. As such, they are very susceptible to stealth attacks and sabotage if they do not discover it before it takes place. They have no real back-up plans or detection systems for attacks on their inner-systems, and do not anticipate counter-espionage.
Unexpected attacks: While this may seem similar to the above, there are key differences. In the above I mean that a spy could live among the Baasholan for decades without their knowing, if he was at all good. By this I mean that a full-on assault would be devastating to them unless they managed to repel it instantly. They fortify their front-line planets, but not any further inside their territory. If something unexpected, say a planet-destroyer or some orbital bombardment or horrible bio-weapon were to arrive, they could potentially lose hundreds of worlds before they repelled it. Let’s just say they’re optimists…
Nations Dossier/History:
The Baasholan as a species long preceded the Tansa Hiib, the Utilitarian Dictatorship in which they now live. Their development as a species was initially quite unremarkable: They were the only sapient beings on their planet Cockaygne, and lived as hunter-gatherers for many centuries until eventually developing early forms of housing and farming. It is after this stage that their development as a race becomes notable: The largest population of Baasholan (though they were spread across their planet) lived along an enormous volcanic lake. Nearby to the shores of this lake where fertile lands providing good farms, while further away were a forest and a mineral-rich mountain range. This close grouping of necessary natural resources was an enormous boon to the Baasholan, but more-so as they began to develop tools: natural heat emanating from the porous shores of the volcanic lake provided a natural smelt for early metal-work, and as more advanced tools developed they began to dig further into the lake shores and discover magma-flows with which they could more skilfully purify metals.
This abundance of natural resources ensured a relatively short jump from Bronze Age to a rough equivalent of Medieval Earth. However, this technological leap, lasting only three to four hundred years, meant that philosophical, medical and mathematical advancements that preceded Earth’s Medieval age were still in early development. Art was very basic, and writing used only basic glyphs with limited application (although they had developed a relatively complex spoken language, which remained the primary mode of exchanging ideas). The discovery of steam-power came extremely quickly, and rudimentary steam-engines were being developed while over 99% of the population was still in agricultural poverty. Skilled metal-workers and engineers began to join up and form more advanced societies, leading to trackless vehicles and flying machines being created at a time when Cockaygne was still thought to be flat, and to be the centre of the universe. The discovery that this was not the case fuelled extreme interest in discovery, and after only a hundred years of research, and before any form of Industrial revolution had taken place on the planet, space travel was made a reality.
Continuing their streak of good fortune, the nearest planet shared a very similar atmosphere, although it lacked many basic resources and appeared unpopulated by life. Half a century of attempts led to a basic population being established on the planet. The desire to see this population grow created the necessary desire for resources to fuel the beginnings of the Industrial Revolution on Cockayge. Millions of illiterate farmers were gathered into the few cities on the planet and forced to work in slavery to create more and more materials to further space-travel. This period lasted around 500 years, and saw Cockaygne stripped almost bare of usable resources and almost every settlement a combination of laboratories, store-houses, launch-pads and factories. 90% of the population was enslaved, and acid rain was a perpetual concern caused by the many emissions from the factories. When further planets began to be colonised, a group of scholars and those from the new-founded careers of poetry and art rebelled against this system which they saw as unforgivably cruel and pointless. They liberated several factories-worth of workers before the main governing body really understood what was happening, and then war broke out. The rebelling force, calling themselves ‘Tansa Pordina’, had by this time gathered much force, and news of their actions gained more sympathy than it did anger. Riots broke out across every settlement belonging to the Baasholan, and after many decades, and billions of casualties, ‘Tansa Pordina’ rose victorious. Every Baasholan colony outlawed slavery and instituted new social practices to protect workers and the poor. A time of relative harmony followed this, though it was pitted by famine, death and despair that came from the war.
Instituting new teaching practices, the Baasholan gained a much more educated population, and space-colonisation spread rapidly once more. However, demand exceeded supply, unemployed and unskilled labourers were common-place, and the rich and successful were constantly concerned with the amount they spent in taxes, making it on occasion more profitable to fail in business. This created massive amount of corruption and unhappiness. Eventually, a radical section of the ‘Tansa Pordina’, calling itself ‘Tansa Hiib’, grew in power and influence, and the government split on tense but peaceful terms, dividing the colonies amongst themselves. ‘Tansa Hiib’ led their colonies with an iron-fist, though kept the Utilitarian ideals of their origin party. Genocides and state-ordained militias began rising on the colonies, horrifying the ‘Tansa Pordina’, whose planets remained free and without war, but in economic and social strife. Eventually, the ‘Tansa Hiib’ quietly and quickly struck at the Pordina government in an event now forgotten, but at the time referred to as the Atin al sadka holdinaa or “Strike of the Long Knives” (referring to the long, knife-tipped staffs held by all ‘Tansa Hiib’ officials)
Thousands of years later, the ‘Tansa Hiib’ still rule, and have developed FTL travel to spread their attempts to maximise contentment of life throughout the universe, by force if necessary. To pursue this aim they desire unlimited knowledge and a sustainable, happy race.
Major Industries: As mentioned above, the focus of industry shifts rapidly based on population needs, but the two most constant concerns are food (healthy food with a very long shelf-life in particular) and energy creation and storage.
Species motto: It sib, Pordina (Roughly “Above all, desire to live”)
General Species disposition: Unemotionally utilitarian. Whatever causes the most happiness or the least pain is perceived as the correct course of action. No action can be immoral in and of itself, including genocide and other extremes.
Achievements:
Not counting those mentioned in history? They would argue that their nation’s very existence is an achievement. It is their belief that a more content people do not exist anywhere in the universe (and moreover that they cannot. To them it is a logical impossibility)

All stats considered my race falls far behind Brome's: 448 to 340 - keeping in mind maximum of 500(this is counting star system control). I think my lack in points would counter one poor area.

So explain it a a bit more clearly. Is all their ground combat technology weak too? Meaning their tanks, bombers, and powered armor units are out of date? If you're only basing this on the reason 'are not strong', then it's just null and void because sufficiently advance powered armor could easily compensate for the difference - unless of course you mean it only applies to barroom brawls.

To prove this Adding Planets to mine jumps my Stat Above yours, even if Inferior overall in all areas.

Point. Clarification has been added under the weakness, even their ground vehicles are weaker than other races. Not out of date, just not built for as heavy of firepower.

The Reason that this market has grown so vast is because of the retired infiltrators that have come military intelligence and are still looking for a place to apply their skills.

This is cause for some frictions when trying to get the Imperium or even individual Reaver to do something. Like giving up what might be minor information ( but they see as important.) Or something that could help another species in a positive way, along with a variety of other ways.
Nations Dossier/History:

The Reavers themselves are descendants of Apex predators native to the very central regions of the single super continent of Zendacar. Because of its location it’s extremely dry and very hot during the day, though it drops below freezing every night. Some 30,000 years ago a small band of the Reavers had made it to the coast, while others staying in their ancestral homelands. Reaching the coast they encountered large scale plant ecosystems something that never seen father inland due to massive mountain ranges. It wasn’t long before both Reavers on both sides of the mountains began developing their cultures and technology. It wasn’t until just over 28,000 years later before the two halves of the species to meet each other again. Both sides had much to share with each, but the one thing that unified them was the power of steam.
The Imperium came into being almost one thousand years ago. Before that the world of Zendacar was very different place, unlike some species the Reavers had stayed in the Victorian age for over five hundred years before moving to the atomic age. One thing that main thing that this long time of being stuck in the age of steam did was solidify their love for trains over any other method of transportation. One thing that is a obvious feature of any world that they inhabit today is the massive track system that covers any world they have colonized.
It was during the late space age when the Imperium eventually came into being. Before this, during the exploration of one of the moons of other world in their system, that they found an alien building. The building was made from a material far beyond their understanding of science, and that building contained information from a long gone race.
Shortly after its discovery cults sprung up overnight around what was dubbed, the “Astral Library” by many of the cultists. While this was mildly disturbing for some of the population it was of little concern until years later after the cults had fallen out of view when one of these cult leaders through legal election was able to get elected to the be magistrate of Aquila, the first and only nation to reach the moon did this cult became noticed. Overnight sweeping changes happened at the highest levels of Aquilaian government. It went from a democratic government to theocracy overnight(Later changes to its present form). The change was rather peaceful with the new government in control of the military. Within a decade the majority of the governments had been converted to this new religion, shortly thereafter, the remaining nations had been conquered through military might.
Over the next century, massive amounts of resources where poured into the exploration of the Library yielded some results. Shortly after the first functional Faster than light drive was created. From there, expansion was slow, their own position within a large nebula bolted out most of the visible stars. It wasn't until they reached what is now called the outer colonies that they realized how large the galaxy was, and how much many more stars were out there to see.

The Reavers have never lost their love of trains; as a result they have built a railroad network so vast that it connects all the planets that they have colonized. Though the worlds are not physically connected by railroad but rather a gate system, each of these gates can connect to any other in the system. These Gates are Wormhole generators, allowing for the maglev trains to travel between world via wormholes
Aquila Rail Yards:

Aquila is a moon, named after the first nation to make it space. This moon is the center for the entire Imperium Railroad network. The entire moon is covered in track and distribution centers overseeing the entire network all trains will enter this yard hundreds of times in their lifetimes for repairs and everything else.

This was discovered solely because of their love for trains. But because of this, it is applied in almost every technology they currently posses.

So if that was the case, I could set everything to 20 and 25 and wouldn't have to compensate? And doesn't star system count really mean something? I wouldn't just throw it out. For Brome the number of star systems he owns in a major factor for his race. In taking it out of the equation, is much like saying it doesn't matter.
At any rate, would splitting the practice of slavery, and their racist attitudes as separate issues work?

They stand at 6ft, and resemble wolves. No one has ever seen a Zhengao's mouth. They all wear breathing apparatus attached to their muzzles. A tube attached to the apparatus keeps them fed should they need to eat.

Their knowledge of poisons and such allow them access to almost any information (provided their target knows about it). They routinely operate their espionage at Embassy. It's the best location for them to obtain a target that knows what they want to know.
However, it is highly unlikely that they can stealthily grab someone important. So most information gathering is mostly focused on clerks and the like.

Quite poor, the Zhengao's stealth techniques don't go beyond basic stealth alloys, beyond that nothing special.

Militarily speaking they have a small fleet for such a large territory, they don't use fighter craft at all. Their total fleet is some 40 vessels all 'cruiser' class (260m), though perhaps slightly larger than average cruisers.

The government views it as a priority to preserve their military strength, as their choice of warfare technique is probably not conducive to maintaining good relations with other nations. As such, they try to avoid open conflict with larger nations.

Zhengao citizenry are slightly xeno-phobic. Not to say that they are afraid of other aliens, they just don't like them. They do labor under the belief that without a strong military they would be invaded by hosts of aliens forcing their strange ways upon the Zhengao. State press does little to disabuse that notion.

Economy: (15)
The Zhengao economy is more or less a free economy, though they're major exports are manufactured goods and chemicals. They don't have much of a luxury industry. Though the Imperial Court has the right to control the economy when required, hence the score.
Resources: (18)
Their territories are resource rich, despite the size of the ZLB, each has been picked for their relative resources. While the economy may be free, the selection of systems and colonisation programmes have not been free. The Imperial Court opens colonisation programmes if they find a 'worthwhile' system. In most event, it often involves 'volunteering' people, rather than people volunteering.
Consumer base: (15)
They rely on other nations purchasing power to subsidise their own economy, as their major industries being in the biological and chemical departments are not exactly products which help local populations.
Manufacturing ability: (12)
Prone to occasional mistakes on the assembly lines and such, defective products are a reality with ZLB goods, though thankfully not a large percentage.
How does the Strengths and/or weaknesses of your Industry effect your Government Decisions?:
The Imperial Court realises that the ZLB industry and economy relies quite heavily on foreign powers buying their products, and so places a strong priority over the strength of the economy. Though given a choice between 'Guns and Butter' the Government will normally side with 'Guns.'
How does this effect your Citizens?:
Zhengao citizens have grown used to the lack in consumer goods. As such, most of the smarter planetary governors will import foreign luxury goods and sell them within their planets. There are few tarriffs placed on foreign sales.

Computers: (10)
The Zhengao use computers but don't own any sort of A.I. So their actual computers are probably a little behind other nations.
Medical: (18)
Despite the fact that they have a very big interest in poisons and dangerous chemicals, their own morbid interests have given the Zhengao a strong understanding of their own biology. They are fairly adept at keeping themselves alive.
Energy Production: (14)
Fusion is their primary method of power production.
Science: (8)
The government subsidises chemical and biological research though doesn't really assist elsewhere, as such the ZLB have quite a low science capability.
Advancement rate: (9)
While the Imperial Court can have something ordered quickly, this does not necessarily translate to speed. The bureaucratic system in Zhenlianbang is overly large, and so advancements and changes can take a very long time to be felt throughout the Federation.
How does the Strengths or weaknesses of your technology effect your Government Decisions?:
The strength and weaknesses of the technological ability of the Zhen Federation does not effect government decisions to any great degree. They do not believe it to be of a serious concern. The government with its rather limited technological prowess is more likely to avoid a conflict with more advanced nations.
How does this effect your Citizens?:
The medical prowess of the Zhengao has expressed itself in the form of 'free' medical care. However, the medical care comes with two conditions:
1) That you are Zhengao.
2) That you hold a job.
12 years of education is provided free by the state, these are the primary and secondary schools. The rest must be paid for by citizens. There are not a large number of college-class facilities, so the total education of the ZLB is probably a little below average.
Areas of Specialty: Chemical/Biological Warfare.
The Zhengao have a natural talent for the more distateful side of warfare. This probably gives them a bad reputation internationally.
Advanced: Rocketry, Medicine
Rockets/missiles are something that fascinate the Zhengao. They celebrate festivals with fireworks, and use missiles on all their ships. Indeed, that is their only weapon. They use missiles for anti-ship, anti-fighter & anti-munitions.
The Zhengao determination to meddle with chemical and biological weapons has given them a very detailed if morbid understanding of their own biology. Indeed, this accounts for their relative ability in the medical professions.
Normal: Anything not mentioned above or below
Poor: Long range combat (for Infantry), AI
Their infantry use chemical throwers, normally spraying one of their coacktail gasses. Unfortunately, while effective up close, they lack the range to deal with long range targets. This makes them good at defending their ships (with their closed hulls and tight gantries), but awful at taking planetside targets. Though, their infantry do not expect to board enemy vessels.
AI. The Zhengao have not developed an AI. They don't like the idea of an AI since, they believe that you can't trust an artificial intelligence.
Weakness: Missile combat (for spacecraft), Stealth
On the other hand, their insistance on using missiles only in space, creates a situation where, at very close ranges, their weapon systems are incapable of arming in time. Obviously their weapons are entirely useless against chaff and CIWS systems.
In space their stealth vessels have only the crudest of radar-absorbing alloys, and on the ground... Well, the breathing apparatus is quite noisy, and they have a tendency to hum while picking locks.
Nations Dossier/History:
The Zhengao claim that they were born on their homeplanet and evolved naturally. This however, is to be taken with a pinch of salt. Zhengao wear breathing apparatus for a variety of reasons. The first reason, is also the same reason why people are skeptical that the Zhengao were a naturally evolved race.
This is because each Zhengao's mouth has a symbiotic relationship with a parasite (known as the Kyp). This parasite feeds off the gums, teeth and tongue of the Zhengao. It's excretions, (which when refined, create the three 'D' gases the Zhengao's are so proud of) give the Zhengao an extremely poisonous version of halitosis. In return though, a Zhengao is very resistant to poisons.
The breathing apparatus' second function is to allow a drip feed access to the mouth (which normally suffers extreme decay/necrosis around the gums, teeth and tongue) and throat. The final purpose of the apparatus is to allow a chemical cocktail (found in a small container at their waist) access to their respiratory system. This is an aggression booster, only Zhengao that serve in the armed forces have this, earning them the nickname 'Chemdogs.'
Their story, is that the Zhengao evolved to be a bipedal race, and developed sentience. With the discovery of wheat-analogues, they quickly formed settlements (from which the very first, towns & cities later developed). Science and industry fueled their growth from small villages to sprawling cities. The major issue of sanitation with larger cities did not bother the Zhengao so much, due to their heightened resistance to disease and poison, while their industrial age was perhaps more polluting than other races.
The story the Zhengao like to give though fails to show how the Kyp comes in. They claim it was always a part of their biology. But if this were the case, why then do the native animals of their homeplanet not suffer from the Kyp (or an analogue similar to it?)
Major Industries: Cocktail (D) Gases, Chemical & Biological Weapons / Medicine.
Deviator Gas: The name is the general name to gases that have this effect. This gas requires a component of refined Kyp by-products though has to be specially tailored to each race. It forces the subject to become loyal to the Zhengao, but only for a total length of 1hr per dose. With a total of 5 doses before total immunity is given to the subject. This gas can only be absorbed through the respiratory tracts (i.e. gotta breath it)
Devourer Gas: Called a gas, though actually a liquid this biological weapon is extremely corrosive, though the time taken for this liquid to corrode something varies (by density, the more dense an object, the slower the liquid corrodes).
Derangia Gas: This gas is quite a dangerous one, and is handled with much care. It can be absorbed through exposed skin or breathed in. In small amounts this gas gives off an extreme psychosis (major hallucinations), in larger amounts it promotes extreme paranoia (in all subjects) and extreme agression and/or fear (this varies per subject).
Species motto:
Fruits can be sweet and wholesome, or bitter and poisoned.
General Species disposition:
They tend to sound particularly harsh, though this is the result of a lifetime having one's throat and mouth savaged by the Kyp. Their apparatus also creates an odd echo to their voice. However, Zhengao can display the same emotions as any other race, they just don't sound it. As a species though they do display a dislike for other species. This is not to say they don't like other species. Merely, that they'd befriend their own faster.

No you could not, maxing a skill score in Representative of skill spread and how they would effect the nation. (Hence Brome's powerful technology and Industry scores.) To get a 20 or a 25 you would need a specializion much like the Imperium with its 20 in stealth and Espionage but 3's in weapons and defense.

Oh they are beginning asked to present a plan for how Nations should be represented in the assembly. The Current system is merely a temporary measure to allow the nations to work out a stable foundation for the Assembly itself. This way every nation has input on how the Assembly is run so if you want people to have reps based on population or equal numbers, or something I haven't thought of, go right ahead purpose the idea.
