Even if this is the case, what's the problem? The entire reason we're RPing this bit is to give us all chance to say "No, we don't like that". The alternative is that Nelle could have chosen to drop us into whatever type of system he wanted, so this is much, much fairer if you don't want to RP within an American-style system.

Congress is made up of two branches. The Senate where each state gets two votes, more powerful than - the House of Representatives where each state gets votes based from population

For the sheer point of character development, I will point out now that the Tansa Hiib would have raised more of a fuss about the chairman issue, but progression of the RP itself takes priority
If we all agree on the outer-race chairperson (which I'm not sure we do, but I think we're all ok with it) then should we have a bit of a time-lapse so that they've arrived? I also assume that they'll be RPed by Nelle?

EDIT - And as soon as I post this we get a new, reasonable, non-above suggestion. Hah, Sod's Law, eh? (Or Murphy's Law for you bloomin Yankies!)

Hah, it's funny you mention dictatorships Sam. As I've just been telling Nelle, the Tansa Hiib will say whatever they think other nations want to hear. They are a dictatorship themselves (hence ash-Jamank's forgetting the word "democracy") and have no intention of granting democracy to their people. This is why they specified "which would be tallied by each respective nation in whichever way they choose": their 'way of choice' would be to choose whatever the government on each planet wanted, which would always be the same! XD
