The Galactic Assembly (Political RP)
Maranova, home of what will be the Galactic Assembly. The world was once inhabited by an ancient race that had ruled the galaxy in the past but now has disappeared to the sands of time. Now a new set of species has control of the world, but the world of Mavanova is far different from most worlds in the galaxy. Maranova is an independent world, no nation has control over the world and through a set of very complex treaties and alliances no will for the foreseeable future. It was agreed upon by the nations of the galaxy to use this world for an galactic body of government between nations. What makes this world special, besides beginning independent of all nations in the galaxy is that it has a sizable population (In excess of 100 million) of each major species. Making it one of only handful of worlds that has a large multinational population…

The former assembly building of the House of Suns* was a rather large building. The House had moved recently and now was to be used as the meeting area for nations of the galaxy. Even though the house had moved the The Emblems for the House were still scattered around the main assembly chamber but for the most part was empty aside from very lavish amphitheater style seating. In a moment though the delegations for the nations of the galaxy were to arrive, who would arrive first was anyone’s guess.

(Every nation is allowed to send ten delegates to this meeting, but each nation only gets 1 vote. This opening debate will set the standard for how issues are dealt with further down the line and I figured making the government IC would be more interesting that me just making something.)

The Lightfirean people were politicly stable as of now, they wouldn't need the maximum delegate count. The Grand Senator herself arrive - Mar' Malia Tarr. With her was one of the scientists of the science branch of government, Bar' Erofus Sar; representing the views of rim worlds was Mar' Sasha Marah; and the head of Lightfire Terraforming Agency Bar' Draper Shein.
The fox anthros slinked over to their seats without a word to anyone who was there. They whispered softly to one another occasionally as they read over their data pads.

A sleek silver ship approached the entrance to the Assembly at some speed. There was no visible means of propulsion or noticeable exhaust, other than a slight shimmering below and behind the vehicle that had the appearance of heat distortion. It slowed as it grew near, and it was obviously unadorned, though clean and well-kept. It fell gently, and curved tracks lowered from it's hull, cushioning impact. The craft was then lowered to the ground in a smooth, quiet motion. A door opened.
The figures who emerged were of a pale blue colouration, very lightly furred and had large drooping ears* which reached their shoulders. Their eyes were round and dark, and their hands were long.
The first of these figures was clearly the oldest, and donned a long red and gold robe. He carried in one shaking, spindly hand a thick, ancient looking book, and in the other a staff with a sharp blade-like point, though he leant on it for support more than wielding it as a weapon or display. On the blade was engraved small writing, declaring It sib, Pordina. Directly behind him was a significantly younger female, alone of the group in that her ears were cropped, so that the long, cone-shaped section was entirely gone, leaving only small nubs on either side of her face. She had a determined expression, and surveyed the surroundings before exiting, whereas the male moved forward slowly but surely, not even looking up once. The female was wearing large metal armour which appeared a natural fit despite her slightly small stature. The right shoulder-pad was significantly larger than the left, and stuck out almost another shoulder's-width, ending in a point. A large rifle was slung over her back, and she too held a pointed staff, though unlike the male she clearly didn't need it for support.
Behind her exited a tall young male, dressed in more basic robes which were drawn over his head. His hands were clasped before him, and it was clear that he wore complex robotic gloves, which on each index finger ended in a long thin point. On his back was a small domed device, a bright silver that showed through a purpose-made hole in his robe. He glanced around sparrow-like, and though his face was covered by his hood, his eyes were bright and even at a distance portrayed a clear interest, perhaps amusement or excitement.
Next was another female, graceful and, thought it was difficult to tell, perhaps middle-aged. She wore a white, knee-length robe with a highly intricate design on the back, with many colours but mostly orange, blue and green. In one hand she held a small case, which was clutched closely to her body. The other was empty, but rested near a mass of small pockets and a small pack slung over one shoulder. She was staring straight ahead and smiling.
The fifth was undeniably the strangest of the exiting figures. It was a diminutive male (perhaps half the height of the tallest among them) dressed in bright, clashing colours. His face was painted brightly, and his ears had bells attached on the end. Above them was a furry hat, and along his back was a jagged cape. In his hands he held two sticks, each ending in a brightly-coloured globe, and he walked with an artificial gait, almost a dance, hopping from one foot to the other.
Five more figures followed, but of much less distinction. A mix of male and female, the last figures wore functional grey clothing, and all walked with high-held heads and hands behind backs. The entourage entered the Embassy building, with only the first and oldest not looking around at his new surroundings. Drawing near to the amphitheatre, the old male stopped, and held up a hand. The party stopped immediately, and the young female warrior approached him, leaning in as he spoke into her cropped ear. She nodded, and directed the fifth figure, the strange harlequinesque male, to take the lead, which he did. As such, he entered first, and dropped into a stylised bow, with one leg bent low and the other stretched out. He directed back to the door with both hands and announced loudly in a strange accent "Lord Panai ash-Jamank of the great nation of Tansa Hiib has now arrived. Glorious warrior Sheen Nijaan, most worthy scholar Kia Nbis and esteemed healer Fetri Adrid present themselves also, and all request their seats"

The Arrkric Greater Star Federation delegation arrives by air-car not too long after the Lightfireans. The ten Zrackli exit the car and flutter into the building, taking only a small portion of their alloted space.
The delegation included the following:

Military Advisor and Vice Admiral Cabak Zarkakov,
Two judges: The Honorable Justice Nirakut
The Honorable Justice Illak
Three representatives of the Legislatures, who changed every other year.

Financial advisor and noted economist Queral Kadzha
The 10 representatives take their seats and begin chatting in the Zrackli language of chirps, whistles, and squeaks. They open up the holographic interfaces on their aides, reviewing the status so far.

About one hundred Kilometers away an arch about twenty meters in diameter activated causing a light distortion in the atmosphere. A moment later six sonic booms ripped through the area as a Hypervelocity train came slamming through the portal at mach six. It seemed uncaring of the wind resistance as it kept going though it was rapidly decelerating, at its exit speed it would have crossed the distance between the Exit portal and the Assembly area in less than thirty seconds. Even then it took less than a minute to travel the distance from the exit portal to the maglev train departure area less than fifty meters from the old meeting place of the House of Suns.
Stepping off the train was a small entourage of Imperial representatives. Each of the Reavers wore a cloak that obscured their features, and even their faces. Each of the cloaks wore by the representatives had the markings of the Imperium embroidered in bright iridescent purple stitching. In this same stitching several runes where embroidered into the fabric of the Cloaks, though all dwarfed in splendor by the main Imperial Symbol.
As the Reavers walked every one of them walked with their heads held with what could be considered pride.
A moment later the group entered the area walking with grace that was normal reserved for professional athletes. Aside from the sounds that the doors made as they entered there was no sound to announce their presence. They walked in silence to their seats in the amphitheater which was directly in between the AGSF delegates and the Utilitarian Delegates. Those looking on it would appear that they were talking among themselves. Though no noise was heard any of the Delegates.

**A long and sparkling silver ship came into view... it was named the "SRCS Quick-Silver", once it was docked many King'ras came out and took positions on either side of the docking gate, the two right there at the gate held banners with the SRC symbol... a shield with wings, a sword with rings, and a scroll with a diamond on its seal... a grand looking middle aged officer, a well dressed young female and an elderly, yet strong political figure walked out and made their way... a few of them King'ras went back on board, but four stayed at the Elder and the female's side... the Elder chuckles and shakes his head bemusedly... the Female huffs and stares at the Officer, before she quickly spoke at him in another dialect.
The Officer blinks and returns with what would seem as a retort... the Elder claps his hands, "Enough you two... recently married and already at each others wit's end!" They both would growl at each other before giving a 'harrumph!' The Elder can only laugh at them, "Lets hope that I picked wisely... the For'dez family has been around for a while Can'non... and you, Ser'ene should be happy to have married him... hes a fine Vice Admiral!" He'd nod and continue on.

The voice sounded like death warmed up though there was definately a cheerful tone to it. The voice belonged to the head of the Zhengao delegates. The Zhengao chuckled amongst themselves, the phrase held particular irony for them.
The Zhengao had sent members of their Imperial Court and all were dressed elaborately. The group of nine take their seats, nine because to the ZGs it implied 'Eternity'. A snap sounds as they all open fans, concealing their masks. The gender split was 5/4 (M/F). Little flashy signs lit up with names and 'titles.'

The Draconic Legions delegation was the next to arrive, their sleek "Battle-Runner" (a class of ship not equipped with weapons but instead powerful shielding and engines) escorted by a pair of the gigantic Radiance-class Warmechs. These mechs were actually a bit larger than the ship they escorted. Not equipped with FTL drives, the Warmechs had instead launched from a transport that had accompanied the Battle-Runner.
One of the Warmechs landed first, followed by the ship, then the last Warmech. As the ship powered down, the two mechs holstered their giant guns, settling into their noncombat stance, which made it clear that these mechs were modelled off something that could stand upright or on all fours with equal ease.
The Draconians had sent two ambassadors, both former military, and some representatives of the other races that they protected; two of the unicorn-like people that they had once believed possibly extinct, and two Gekkos.
The Draconian male glanced at the other Draconian ambassador, actually a Wardancer, and straightened the cuff of his uniform as he stepped out of the ship. Both the Draconians carried swords, made out of crystal. These beautiful blades, and the staff the wardancer carried, were for ceremonial purposes only; they had never drawn blood... or oil, or whatever.
As the group walked in, the Draconian straightened, drawing in a deep breath.
"Easy, Leonidas," the Wardancer said, her soft voice nonetheless audible, "You trained for this, remember?"
"Yeah. Never thought that I would use that training, though, Mioria," Leonidas said, unfolding his wings so that they hung down like a cape, "Now, where are you seats?"

The primary Imperial delegate walked to the center of the amphitheater, as the Reaver entered a large round table came from the floor as it did the Reaver dragged its long three inch claws along the polished blue finish of the table. The Reavers claws left thin light scratch marks in the table’s blue finish before pushing a button on the table. As the Reaver did a set of chairs came out of the floor, taking the advantage to sit at the head of the table. Pulling back its hood the Reaver Spoke, “I’d like Introduce myself, I’m Nyo’Deka and I’m going take this moment to ask down the leaders of each delegation and have them present their own plans for the foundation for international representation in the Assembly before the Imperium presents its own.” Even over the microphone the Reaver was soft spoken but from the voice it was apparent that the leader of the Imperium Delegation was female.
She tapped her claws on the table waiting…

The Lightfireans watched the others arrive carefully, their curious eyes probing them as if they could learn how to replicate their technology just by looking at it. Sasha Marah huffed at some of the presentations, "They accuse us of being full of ourselves... You see how they arrive? Battle mechs from the Draconic Legion. The way the Reavers warp in, makeing all those sonic bombs then march in like they own the place." She crossed her arms, "We just drive up. I bet if we came in with half of what they did they would think we intended a coup." Of course it was all in hushed voice to keep the other delegates from hearing.
"Hold your maw, Sasha. Only two groups came in by such means. I do question the battle mechs myself to. I would have thought it illegal to bring such heavy firepower this near to what is the cultural center of the universe..." Said Malia to the younger vixen.
"Yes Ma'am." Sasha squeaked, she didn't want to insult her leader.
EDITED ADD-ON:
After some deliberation, Malia stood "My name is Mar' Malia Tarr, Grand Senator of the Lightfire Union. For those unfamiliar with the Lightfirean political system, I'm the closest thing to a president we have - although prime minister would be a more accurate terminology."
With her introduction out of the way, the vixen walked out from behind her desk to show more directly she cared about this. She was actually rather tall for a Lightfirean at nearly six feet. She wore long deep purple and blue robes, he long fluffy tail threaded trough a hole in the back. She had dark orange hair, and beautiful violet eyes.
"In the opinion of our deliberation, our major request is that representation should not be determined by the size of an empire, or it's population." Letting the simple definition sink in for a moment, she continued "For example, the AGSF has a incredibly massive population and star system control - from population alone it might take all the other races voting together to out vote them if it's on a population basis. Another example on the other side of the spectrum, the Zhenlianbang-" she has a bit of trouble pronouncing it, "empire only has 23 planets, and just 19 with significant population. Not only small by normal standards, their voting power wouldn't even be useful in the face of the AGSF if we went by population."
Letting the idea sink in, she would move on. "Therefor, we believe voting power should be equal. Or at least based on a factor that doesn't put anyone race above any of the others... Thank you for your time." She moves back to her seat and sits.
However, it seemed they weren't done as Draper Shein stood up, "I would just like to point out that the Lightfire Union stands about mid-way on the population and size meter. So our motive for equal votes does not stem to improve our own power - only to do what is right for the smaller nations." He sat back down.

Tang Renha folded his fan with a snap, and winked at the dragonian delegation.
"Having strength is not power. Power is knowing the right way and right place to use your strength."
He stands gracefully, and bows to the dragonians.
"We are here in the spirit of peace. But the body needs to follow the spirit no?"
To make his remark clear, Renha walked over to the table, and sat opposite the Reaver. He tapped the breathing aparatus attached to his muzzle.
"So, in the body of peace, I sit here. My name is Tang Renha, No.2 Son of the Emperor of the Zhen Federation."
The zhengao looked at Nyo'Deka opposite him and nodded towards the Lightfirean 'president.'
"I would agree with Mar' Malia Tarr. I'd add, if the votes were population based, why have an assembly at all? Though indeed, I think it also says something of the AGSF that they do not already own the Assembly. That is true power."
He shrugs, and wheezed in the mask, opening his fan again.
"Though, such a system would dilute the voting strength of the AGSF per person. While I feel it good that smaller nations get a chance to vote, I think we should grant every nation just one vote."

The AGSF delegation begins to chirp and chatter amongst themselves again. Soon enough, they stop and Ambassador Pirrad steps forward and activates a hologram that projects himself large and loud enough to be seen and heard throughout the room.
“My name is Tallak Jalad Pirrad, senior ambassador of the Arrkric Greater Star Federation. As you all no doubt know, my nation is large and my people proliferous. And as the others point out, if we had strictly population based voting system, the AGSF would outweigh all the other nations here combined. I am sure that idea doesn’t appeal to you because it would basically amount to handing us the galaxy on a silver platter.
“However,” he continues, “We feel that the representation per a single citizen would be unjustly skewed against us if we only went for a system where each nation has equal power. We feel our citizens are worth no less than any other citizen of the nations represented here,” he pauses, looking at the Lightfirean delegation, before addressing the rest of the delegates in general, “And under the one nation, one vote system, the assembly would essentially be saying that one Reaver, Lightfirean, or Zhengao is worth 25, 50, or even 400 Zrackli.
“This, we are afraid, is simply unacceptable. So, to accommodate both the smaller and the larger nations, we propose a split house assembly. The Upper House, the one wielding the most power, would be the one where each nation is represented equally. The Middle House would be the one where each nation is represented by how many star systems they have inhabited. And the Lower House would be the one where each nation is represented based on how large a population they have.
“The Upper House, being the most powerful, would cover matters of national peace and war accords, and similarly important measures that affect all nations equally. The Middle House, holding less power, would pertain to things such as interplanetary trade and other issues that affect planets but not necessarily citizens. The Lower House would pertain to laws and treaties that affect citizens directly. Yes, the AGSF will have a complete supermajority in that house, but a matter that affects citizens will affect us the most, due to our sheer volume of citizens. However, I can assure you that the AGSF will be willing to make compromises. Please consider my proposal, delegates.”
With that, he sits down, looking to judge the other delegation’s reactions.
(OOC: I realize that 3 houses could be clunky to play, but I doubt we’d be playing out much besides the Upper House.)

There was a clatter from the Draconic Legions delegation at the mention of population sizes. Mioria had sighed, waving a hand slightly at Leonidas in a hand signal, but had accidentally knocked her staff, propped against the table, sideways, causing it to fall to the floor. Leaning sideways, she righted the item, this time handing it over to an aide who had come running in at a slight signal from Leonidas.
"Both of you have a point," Leonidas said, standing, "Perhaps, however, we sjhould allow our hosts to decide?"

The Baasholan figures had taken their seats, with four in front and 6, the jester-figure and 5 aides, behind. They were silent during the initial deliberations, but at talk of the 3 houses the eldest motioned to the others. Immediately, Kia Nbis, the robed scholar, and the bodyguard Sheen Nijaan rose. Nbis gently took Lord Panai ash-Jamank by the arm and helped him rise with a wheeze. He stood silent for a moment, clasping his staff with two hands and staring at the floor before him. Then he spoke, in a voice at once commanding, powerful and old.
"We are to entrust," he began, still staring down "our people to the whims of a larger race? We are to bow down to larger numbers in all issues that "affect our citizens directly? Intolerable!" He banged his staff on the floor in emphasis "We know what is right for our own people, and I will not be dictated to simply because we don't procreate out of sheer boredom. Population size must have no sway over decisions made here!"

Nyo’Deka leaned back in the chair she was sitting in, she waited for everyone to quite down before she began speaking. “Alright, I think we can come to a bit of a compromise here. On behalf of the Imperium though I agree with the Baasholans on the manor of population representation in any house at all is unacceptable.” She paused for a moment to let that sink in a little, “Now before I came here my Colleagues had an idea and now it seem like a rather reasonable compromise. We purpose a two house system, with the lower house based on the number of planets each nation controls to determine the voting power. Then we have the upper house. The upper house is the house that gets the final say on whether or not a decision is passed and in this house we are all equal. Here each nation would only get five votes regardless of size, wealth power, etc etc.”
As she finished she placed a small device on the table which projected a hologram. The hologram was a diagram of how the system would work.

The Lightfireans talked amongst themselves for a while. They were in a relatively safe position at this point as they did have a medium level of planets in their control. All the same they saw flaws the lower court could cause. This time they handed the right to speak over to Sasha Marah - her representation of rim worlds applied to the main flaw that they saw.
"We have come to the conslusion the idea of the upper court is sound - in fact we had discussed the very number of five votes for each nation ourselves - as it would prevent tied votes within a nation." She moved her paws behind her back, "My consern rests in the lower court. Based on systems controlled would drive unfettered expansionism, and as nations expand this lower court could get too massive to be effective. We propose to fix this problem that there is a set number of votes in the lower court - say 500. Then each nation would get a porportion of this set number of representation based on their systems controlled, rather than direct addition of seats."
She hoped she explained what she meant clearly enough, "Basicly, instead of adding new seats, a set number is just redistributed. If anything it would keep us from demolishing the building every year to make room for new seats."

And if we were to create an amendment disallowing uninhabited planets from counting towards this suggested 'Lower House' representation, what would stand to stop a nation from landing one or two civilians on a planet and claiming it as technically inhabited?

Sasha sat back down, but Malia stood again. "I must agree with Scholar Nbis. How would someone not abuse sending some citizens to every planet they we see to claim it's voting power. Not to mention it's just as stacked as basing it from population, a couple nations have nearly 200 and some have less than 20 - that's just systems who knows about planets. As my own Sasha said it would still lead to unfettered expansionism."
The vixen thought for a long time, then spoke again. "We need to use something that has a smaller difference between nations, and something that can't be exploited easily to gain votes - something that would cause any harm if it did expand... Technological merit perhaps?"

Pirrad once again activates the Hologram that makes him noticeable. “We do have to agree with the Zhengao Delegation, technological merit, while important, is an abstract and hard to quantify means to determine voting power, and it would adversely affect nations who are young or strapped for funds.
“As for voting power based on star systems controlled, we gave that thought. What could qualify as a legitimate star system owned, at least in terms of imparting voting power here, could be a couple of things. A certain number of inhabitants, for example, or having at least one planet where the species claiming it can move about outdoors without any kind of breathing equipment. Things such as that would make it easier to quantify what makes a system.
“As for throwing out population based voting, I can understand why the rest of you throw it out in our presence, but I still must urge you to consider this: The Arrkric Greater Star Federation has more citizens to worry about than everyone else here combined. We still feel this has to be represented somehow, even if it means a way in which we do not have a supermajority.”

The Draconic Legions Delegation smirked among themselves at that; while the delegate candidates had been selected by the Admiralty for merit, the citizenry of the space they controlled had chosen which representatives they wanted. This had resulted in more than one Wardancer candidate, but Leonidas had been elected.
"I agree," Leonidas said, his amber eyes glinting, as he slid something idly back and forth in front of him. Closer inspection would reveal that it was a datapad, a handheld computer that the Draconians had a liking for. It was about the same height and width as a book of information, but much thinner. Its casing and touchscreen were toughened, but still fully functional; they were simply designed to handle Draconian claws.

So in the upper house, yes we are being represented the same as you. However, a two house system still fails to account for the simple fact that there are more Zrackli citizens than every other nation here combined. The number of voters who dissented from the winning party still outweigh entire nations in terms of sheer numbers.
“But I digress. It seems readily apparent that no one here wishes to consider a population based voting power. Given this case, I would like to suggest that we do not make any resolutions here that pertain directly to citizens, because as the Tansa Hiib astutely pointed out, no other nation here can decide what is acceptable for other nation’s citizens.”

This resulted in a rustle from the rest of the Draconic Legions delegation; the Andrians had come within an inch of destroying both the unicorn-people, and the Gekkos. Both times, the Draconians had arrived on the scene in time to prevent their extinction. Barely, in the case of the unicorn-people.

"Actually, the event of wars or attacks by other powers would not be the job of a council that is worried about citizens directly. It would be more the job of a security council, if anything. Speaking of which, we'll have to put one of those together after we get a general system resolved."
