And the delegations continued and debated but the system of representation was finalized. Over all the Resolution was unchanged with a few additions. Also with the upper and lower house each house would have an elected chairman to act as the speaker of the house in question. While the speaker of the house was not allowed to cast a vote the Speaker was there to direct the flow of the debate. This speaker also had the power to “Kill” a debate should it be interfering with the passage of the bill among the house. In order for this is to happen the debaters in question must take more time than the allotted time. While those involved can beyond their time slots, once that limit is reached the Speaker can stop the debate and force a vote. Secondly the speaker of each house must be a member of a nation, or world, that is not currently represented among the houses. Should a nation become a member, the current chairmen, if they are a member of the newly represented nation must retire immediately. Furthermore, the chairmen cannot propose a bill to any of the review committees although chairmen are allowed to serve on and head such committees. (We won’t RP at the committee level unless people actually want to, which would involve the review and changing of a bill.)

The second part that was added was the admission process to the assembly. For a nation for to be admitted they must control, at minimum fifteen systems in order to be eligible, also all species that are members of the embassy are required to hold an Embassy on Maranova to expedite diplomatic relations among governments. Non-represented species are also allowed to keep embassies on Maranova provided that they pay an annual fee to the Assembly. (These fees are mandatory for members as well.)

The Third addition to the original document was the creation of peace keeping force funded by all member nations. These peacekeeping forces are separate from the militaries of the member nations keeping its own fleets and standing army. This peace keeping force would be under the command of the defense council, which is to staffed by seasoned generals and admirals from the member nations. While the actions of the peacekeeping forces are dictated by the defense council, its goals must be approved by the Lower and upper house. However, the Houses cannot use this power to delay the action of the peacekeeping forces and must make their decision within 36 hours once the goal is brought to the house.

For the lower house thanks to the addition of a new nation, the numbers have changed a bit for the Lower house.

Sense the end of the conference three years has passed allowing for the construction of the official assembly building in the heart of Caspian on Maranova. This building is just down the road from the meeting place of the House of Suns, the local government of Maranova. The building of the Assembly hall has brought more wealth to the already prosperous city of Caspian. The large sliver building stands out among the other buildings in the Caspian skyline because of its very construction. The Buildings entrances are large and wide made of a white polished stone giving a high contrast to the sliver metal of the building found on the higher floors. The reason for the overly large doorways is to accommodate some of the largest of species in the galaxy should they ever decide to join the assembly. Aside from the large spacious interior the buildings polished metal surface is something of an oddity among the colorful buildings of the Caspian skyline.

As the first of Maranova’s sun’s raises over the horizon the delegates of the lower house begin their assent up the large stone steps of the assembly hall. Many of the Imperium’s delegates are leaning on the stone pillars that support the metal structure chatting among themselves going over the first bills that are going to be debated and voted on in the coming weeks.

There was a great puffing and wheezing as the Zhengao delegation made their way up the stairs, to the building. They held themselves with a reserved manner. Their heavy robes and breathing-masks not making the climb any easier. Yet, if they took off the masks, they'd get into trouble with the rest of the Embassy. There'd been an incident earlier with a Zhengao clerk and a biohazard alarm. In fact, Tang Renha, son of the Zhengao Emperor, noted that there was still hazmatted people around the Embassy and they were looking rather pointedly at the ZLB delegation.

Ignoring the stares, the delegation made their way into the Embassy and took their assigned seats. They were early, but they'd take it as an opportunity to study the other delegations as they came in.

In the three years wince the formation of the Assembly, Leonidas had served a brief tour of duty in the Terrigen Veil, eliminating a pirate problem. This had ended quite abruptly when the diplomatically-trained Draconian had been shot several times using automatic weapons during a negotiating session gone terribly wrong. The damage to his body had been extensive, unfortunately, forcing the medics to build extensive cybernetic implants into the Draconian's entire body, but especially around his spine, which had taken the worst of it.

As the group of six mounted the steps, Leonidas got strange looks because of his radically different appearance, but he paid them little mind. His brain was undamaged and that's what counted. That, and external inputs to his cybernetics were impossible without invasively hard-wiring a connection, except on his spine, but those connectors were designed solely to link into a Draconian-built powered armour's onboard computer.
Ironically, the entire group was carrying military-issue helmets fitted with hostile-environment breathers. Currently the units were folded, and clipped to their belts. It was because of that previous biohazard incident caused by the Zhengao that they carried these unobtrusive-seeming items, but it wasn't solely for that purpose that they were there; they were a defensive measure should anyone try any sort of chemical attack on the assembly.
The group stopped before the giant doors, and Leonidas glanced at the Reaver contingent. His eyes, both the one covered in a holographic display and his uncovered one, roved the group, searching for a familiar face... a difficult feat, given the Reavers' cyclical gender-change. Was it yearly or half-yearly? Leonidas didn't remember.

The same Lightfirean delegation as before arrived. Why they wore no protection was unclear, especially for the Lightfireans who normally have a massive value on their own lives. All the same, they filed in andtook their seats, as if nothing strange was happening at all. Obviously they had some sort of plan, or something important on their minds.

The Zrackli contingent arrives via a courier vehicle. The upper and lower house delegations split up and make their way for their separate buildings. The upper house is still the same group, The Zrackli senators and their party of advisors. The lower house consisted of politicians of varied backgrounds, from various planets.

In the Upper house, Pirrad et al. take their perches next to the Reaver delegation, reviewing some information on their aides.

The Tansa Hiib delegation took their seats without pomp or grandure, determined to begin proceedings to put forward their long thought-out proposals. Now limited to only five delegates, the set-up had changed considerably, and in perhaps unexpected ways. Scholar Nbis and healer Adrid remained, but Lord ash-Jamank and his warrior bodyguard Nijaan had swapped over, with some controversy, to seats in the lower houses. It was generally assumed not to be a permanent position, although the intentions behind the move were not made clear. The harlequin figure who had accompanied the delegates three years ago was nowhere to be seen. The remaining three Upper House delegates were plain, cloaked and hooded, keeping quiet and reserved.
Nbis was making last minute checks of his data-slate, with his sparrow-like movements occasionally breaking through as his head darted to the door, main podium or other delegations, as he was desperate to propose his motion first, ready to begin the moment everyone was seated.
