Akalian Republic:

History:

Prior to the existence of a planetary Goverment, Akalias was divided amongst several royal houses that fought for territory on the twilight and out night sections of the planet. Any other terrain was either frozen night or scorched desert due to the abnormally slow rotation of the planet. With the discovery of space travel a space race began amongst the competing nation states. Land marks such as first space flight, first orbit, and first trip the moons of Akalia were acomplished in record time as the Akalian population felt the squeeze of land shortages.

When the first Near-Light engine was developed it was quickly put to use by the different states on large colony ships that spread out and colonized two other habital worlds in the system. Named Salivas and Niluvis after the first two houses to settle them these worlds quickly grew to prosper and both eventually passed the home world population wise. Due to the sudden abundance of land for agriculture and industry the Akalian population and technological level exploded catching the attention of a nearby nieghbor. On the twilight world Gunoa the Gunonians, a canine Hyena like race were beginning thier own space flights.

Initial contact between the two races seemed peaceful until a Gunonian colony ship bombarded a small Akalian mining outpost on one of Salivas's moons believing they had claimed the moon first. On Akalias the houses, outraged by this blatant destruction of Akalian lives and property formed thier first planetary alliance to combine resources and man power. The Gunonians responded by luanching a massive attack on Salivas with a fleet of forty warships and a ground army of twenty thousand soldiers. They quickly overwelmed outlying colonies and townships and laid siege to the Akalian capital cities.

To the dismay of the Gunonians the Akalian Home Fleet soon arrived with a fleet of fifty brand new ships. The battle in orbit was bloody and fast. The more exprienced Akalian ships made short work of the Gunonian aramada. They destroyed 28 ships and damaged the majority of the rest forcing them to flee back to to Gunoa. Suddenly cut off from resupply and orbital support the Gunonian ground forces surrendered to the landing Akalian marines. In exchange for safe passage to Gunonia and a claim to the rest of the uninhabited moons the Gunonians agreed to a cease-fire and peace treaty.

The war, though short, formally united the seperate house under one banner. Together the houses drew up the Titimar Accords which became the basis of Republic goverment. Since then the Republic has grown to contain eight star systems and a total of 35 colonized worlds ranging from the urban sprawl of Salivas to the vast mine platform covered gas giants of Yutan IV. The gunonians have since become a client race with representitives in the legislator of the Republic.

To the distress of the Akalian's however they soon found themselves dwarfed on all sides by the massive stellar empires. Fearing being swallowed the Akalian Navy quickly launched a massive building program and major contracts with the super-corperation SDI for the latest in combat equipment and ships. The over all fleet stands at 213 ships ranging from troop carriers to two massive Supercarriers that serve as flagships for the fleet. Two years of military service is required for all individuals including females, afterwards they could choose to stay on as career or join the reserves.

Even with the massive preperation the Republic knew if any of the empires wished they could simply squash them. Only through careful negotiation and luck has the republic survived to this day.....
Goverment:

The Akalian goverment is a republic. Its legislator consist of two different bodies. The first one is based on popular vote amongst the different houses. Depending on the size of each house (the racial divisions of the Akalians status is family based but you make switch houses if you chose to). The Gunonians count as thier own house. The second is a much smaller body of four representives from each house appointed for life time terms by the Head of each.

The Lead Executive of the Republic is called the Chancellor and he is selected for a four year term by a direct popular vote. He has no term limit and a rather far reach of power. He is able to declare wars and make military orders of his own will and can veto any law passed by the legislator. What keeps this person from being a tyrant? The Tribunal.

The Tribunal is the supreme court of the republic. It is a triumverate of three arbiters appointed by the legislator. It acts as the balance of the executive's authority. It reviews each law passed by the legislator and every executive order and action and compares them to the list of indivual rights and past judicial precedents and issues a verdict on wether or not it is in violation of the titimer accords. It also controls the salary of the Chancellor, which is its primary means of checking the chancellor. Being appointed by the legislator makes the Tribunal sympathetic to the lawmakers therefore it acts as an indirect way for the legislator to check the power of the Chancellor.
